SALARY: Negotiable

GENERAL PURPOSE:
Under general direction, continually advance the maturity of IT, specifically around networks and network-related services, towards best practices through effective design and oversight of network services and capabilities. This includes establishing well-defined standards and patterns for implementation, and applying those to redesign and continually evolve a dynamic and growing set of networks enabling corporate, industrial automation, and payment-related services. This position focuses on the current and future design needs, and partners with agency network engineers who will implement those changes.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Design and support the implementation of network technologies on multiple vendor platforms which include, but are not limited to Cisco, Juniper, Dell, HP, and Palo Alto.
• Design and support the implementation of enterprise wireless, WAN and LAN technologies, IDS/IPS, QoS, and traffic shaping technologies.
• Design secure and compliant networks in support of highly resilient industrial automation involving fire and life-safety, PCI compliance, and separation of concerns.
• Design and support the implementation of cellular and 3rd party network interconnections between sites, field devices, etc.
• Design scalable, redundant, and risk-free designs, processes, templates and make sound recommendations to the Enterprise Architecture team as well as senior leadership to improve existing processes and mitigate issues.
• Provide expertise on routing, switching, firewalls, and SSL and IPSEC VPN solutions.
• Support for emerging technologies, such as software-defined networks, data centers, and network function virtualization.
• Accountable for translating logical designs into physical designs, taking account of business requirements, target environments, processes, performance requirements, existing systems and services, and any potential safety-related aspects.
• Works with enterprise architecture on the development of SOWs and RFPs, participates in vendor selection, and work collaboratively with contract providers to realize changes to the network landscape.
• Analysis and troubleshooting to support incident or problem resolution for applications and other network-related components.
• Works with enterprise architecture to define standards, policy, and designs for network and network-related needs, including the assessment of vendor recommended design elements.
• Represent and support changes and provide regular participation in agency change review boards.
• Provide leadership, champion best practices, and provide mentorship to others as it relates to the design of the network landscape.
• Provide support for the development, implementation, and continual improvement of ITSM-based network services.
• Perform capacity management and review IT traffic volumes and requirements, identifying trends in traffic flows and levels of service, and recommend changes to avoid service level disruption.
• Must be vendor agnostic and able the evaluate all options based on business and technical requirements.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
• Working effectively under pressure, meeting deadlines, and adjusting to changing priorities.
• Responding to inquiries and in effective oral and written communication.
• Researching, analyzing, and evaluating new service delivery methods and techniques.
• Working cooperatively with other departments, Agency officials, and outside agencies.
• It is the responsibility of all employees to follow the Agency safety rules, regulations, and procedures pertaining to their assigned duties and responsibilities, which could include systems, operations, and/or other employees.
• It is the responsibility of all employees to integrate sustainability into everyday business practices.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor’s Degree in computer science or information technology or closely related field and ten plus years’ experience in a network design position including at least five years of design and architecture leadership experience.

Required Licenses or Certifications:
CCNA certification.

Required Knowledge of:
• Traditional corporate and industrial automation networks, including wired, 802.11a/b/g/n/ac, 802.1x, cellular and leased networking, routing, switching, firewalls, and SSL and IPSEC VPN solutions.
• Multiple vendor technologies, including Juniper, Dell, HP, Palo Alto, Checkpoint, SonicWall.
• Enterprise wireless and authentication technologies, including 802.11 A, B, G, N, AC, and, 802.1x as well as Cisco Wireless LAN Controllers, and Meraki solutions.
• Unified Communications, VoIP, Video/CCTV, and VDI.
• WAN/LAN technologies, including Multicast, RIP, BGP, OSPF, VLANs, VXLAN, Spanning Tree, LLDP, MPLS, VRRP, and Link Aggregation protocols.
• Protocol analysis, network management systems, infrastructure automation, and other tooling such as WireShark, SolarWinds, and Ansible.
• PCI, PII, and other information security concerns and how the network must support them.
• Strong familiarity of enterprise systems at all layers including package based and custom applications, middleware, operating systems, databases, servers, and network.
• Principles, practices, methods, and techniques used in information technology systems architecture, design, implementation, and ongoing administration.
• Capacity management and designing scalable solutions.
• Operational, project/development, strategic and planning functions of Information Technology including corporate business systems and transit systems.
• Advanced principles, practices, methods, and techniques used in the design, installation, troubleshooting, and maintenance of network systems and applications, and of software development lifecycle.
• Pertinent federal, state, and local laws, codes, and regulations.

Required Skill in:
• Designing for networks that support up to 1000 remote locations and over 5000 nodes.
• Traditional corporate and industrial automation networks, including wired, 802.11a/b/g/n/ac, 802.1x, cellular and leased networking, routing, switching, firewalls, and SSL and IPSEC VPN solutions.
• Multiple vendor technologies, including Juniper, Dell, HP, Palo Alto, Checkpoint, SonicWall.
• Enterprise wireless and authentication technologies, including 802.11 A, B, G, N, AC, and, 802.1x as well as Cisco Wireless LAN Controllers, and Meraki solutions.
• Unified Communications, VoIP, Video/CCTV, and VDI.
• WAN/LAN technologies, including Multicast, RIP, BGP, OSPF, VLANs, VXLAN, Spanning Tree, LLDP, MPLS, VRRP, and Link Aggregation protocols.
• QoS and traffic shaping technologies.
• Protocol analysis, network management systems, infrastructure automation, and other tooling such as Wireshark, SolarWinds and Ansible.
• PCI, PII, and other information security concerns and how the network must support them.
• Creating detailed documentation and diagrams to reflect processes, traffic flows, and network architecture, using Visio and other modeling tools.
• Providing technical guidance and training involving the above applications, tools and models, etc.
• Risk management, leading change, facilitation, conflict management, issue resolution, brokering agreements, and removing roadblocks.
• Continuous improvement techniques.

Physical Demands / Work Environment: 
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
