Corporate Services offers a challenging and stimulating variety of work in both delivery and support teams. The function utilises the expertise of eight specialisms that collectively enable the operational day-to-day running of the business to ensure that DE&S/SDA delivers its objectives and maintains compliance with the requirements of being part of a Department of State. We cover: Business Support; Comms, Media & Marketing; Infrastructure & Estate Management; Policy Profession; Sales & Disposals; Occupational Health, Safety & Environment; Quality Management; and Security.
Do you have a background in Estates Management and looking for a role with opportunity, responsibility and leadership? DE&S have the following two positions within their Corporate Services team for you to be a part of:
• Estates Strategy and Policy Manager
• Estates Programme Manager
It is an exciting time to join the team as the MOD Infrastructure Operating Model continues its programme of transformation and you can play a pivotal role in shaping this as well as the DE&S ten year infrastructure plan.
As the Estates Strategy and Policy Manager you will be the key desk interface with MOD Centre, the Defence Infrastructure Organization and the Infrastructure Branches of the Navy, Army, Royal Air Force and UK Strategic Command.
A key task will be preparing briefings for senior leaders attending a variety of meetings across MOD. This requires a high level of verbal and written communication skills and will give you regular exposure to those leaders.
As the Estates Programme Manager you will ideally have project or programme management experience, and being able to demonstrate the management and delivery of successful projects. An APMP or Prince 2 would be beneficial.
Responsibilities
Duties and Responsibilities of the Estates Strategy and Policy Manager include:
• Development of the DE&S Strategy documentation and communication with Stakeholders. This includes the TLB (Top Level Budget) Infrastructure Management Plan.
• Maintain DE&S Infrastructure Handbook, communicate with stakeholders.
• Lead on incorporating direction into DE&S planning and documentation.
• Lead on providing briefing for senior leaders attending the Infrastructure Joint Committee, the Infrastructure Steering Group and the DE&S Infrastructure Planning and Delivery Board.
• Management requirements resulting from issue of Defence Infrastructure Office (DIO) State of the Estate.
• Develop and maintain Strategy element of TLB Infra Management Plan.
Duties and Responsibilities of the Estates Programme Manager include:
• Lead and manage projects and programmes up to £10million, ensuring estate improvements and changes are effectively prioritised and implemented.
• Developing and coordinating the DE&S Infrastructure Programme delivering circa £100M of infrastructure projects and services annually.
• Conducting the annual prioritization process in coordination with DE&S Domains and Operating Centres.
• Briefing leadership at all levels on programme development and delivery progress.
• Liaising and coordinating with DIO Delivery Teams at all levels.
• Liaising and coordinating with DE&S Site teams and Heads of Establishment.
• Authorising individual projects up to £250K in value.
• Line Management responsibilities for two programme coordinators.
The Estates Programme Manager role requires a full driving licence and travel throughout the UK with possible overnight stays.
What you will be assessed against
To be found successful you must demonstrate the following essential criteria:
• Clear evidence of good analytical skills and critical thinking.
• Evidence of good communication skills both verbal and written.
• Demonstrable ability to work autonomously using your own initiative to make decisions as well as working as part of a team.
• Evidence of either managing a project or programme delivery, or working with schedules to meet deadlines and targets.
It would benefit your application should be able to demonstrate the following desirable criteria:
• Evident examples of being part of a change process or transformation.
• Full UK Driving licence.
