The force behind the armed forces, DE&S is a highly specialised, arms-length body of the Ministry of Defence, operating with a budget of £178 billion over the next 10 years. From the procurement of fighter jets and aircraft carriers to the provision of food and clothes, we ensure the armed forces have the equipment and support they need to carry out their operations at home and abroad. We employ over 11,000 talented Civil Servants and military personnel (supported by contractors from the private sector) across more than 150 locations around the world. Our Integrated Logistics (iLog) function is responsible for the development, management and delivery of new and/or in-service support. The iLog function has professionals whose expertise includes: service delivery management; Integrated Logistic support (ILS), supply chain management; transport/movement; store keeping/warehouse operations.

Responsibilities

In this role you will strategically support delivery of the service in accordance with customer agreements by using demand, supply and project management skills and techniques. You will engage stakeholders and create consensual solutions to drive and deliver outcomes in a way that identifies risks and recommend clear, viable mitigating actions. Your approach will be to listen, understand and to respect the value of different views, ideas and ways of working to make ongoing improvements to delivery while bringing your stakeholders on the journey with you.

To succeed, you will need to be highly proactive with a continuous improvement mindset. Strategically leading teams, you will encourage a culture of imaginative thinking, learning from experience and expanding mindsets to challenge the status quo to continually drive for improved quality.

Given the dynamic environment, no two days will be quite the same; one may find you conducting a rolling, regular review of the requirements you look after with your customer and the front-line commands to ensure the successful ongoing improvements. Another may involve meeting with your suppliers regarding specific issues and developing bespoke but scalable solutions that minimise service or capability downtime and optimise costs associated with the support.

You will translate aims into clear manageable plans and determine resource requirements to support implementation, facilitating flexible use of resources across the organisation through innovative structuring of resources within your own area. Regularly interpret management information to provide valuable business insights and work alongside senior colleagues to help share strategy and policy within your role area.

In cases where the deliverable or platform is not being delivered to the required quality, cost or timescales you will need to identify the issues and take appropriate action. This will require you having great customer and supplier management skills along with the ability to lead teams made up of many disciplines, making sure everyone is working and communicating with each other to deliver your clear plan of action.

The ILog function has opportunities for high performing Supply Chain Managers who are ready for a variety of assignments at the Senior Professional level.

To be successful in this role you must have:

o Experience of managing supply chains of a high-value or critical asset management nature.
o Strong leadership and people management skills including change management and development.
o Experience of implementing effective governance and assurance to meet the implementation and application of supply chain management policy and processes.
o A strong background in asset accounting and inventory optimisation activities.
o Comprehensive knowledge of data management and analysis skills to diagnose, improve and drive supplier performance, compliance and demand planning.
o Experience of leading the identification and implementation of continuous improvement initiatives.
o You will possess a degree in supply chain, logistics or a comparable related discipline, or alternatively be a subject-matter expert within a logistics field.

It will be highly beneficial to have:

o Military/Defence/Industry Logistics experience at a senior level.
o Experience of managing high value/complex contracted supply chain partnerships.

Currently we have vacancies in the following roles:

• Externally Sourced Covid-19 Critical Items (ESCCI) Team Leader. This new team has been established within the Logistics Delivery Operating Centre within the DE&S Land Domain. The team are responsible for providing the required assurance and controls for the Personal Protective Equipment (PPE) and other non-clinical items provided to support the requirements of Defence in response to Covid-19. Due to the novel nature of this provision the team will meet the gap between procurement activity within OGDs and the introduction of the items into the Defence Supply Chain, including through life support and sentencing on disposal or transfer of NATO Stock Numbers (NSNs) capability as required. Previous experience of medical supply would be highly desirable.

• Land Domain Support Lead. Working in the Land Domain Headquarters directly to the Chief Operating Officer the Domain Support Lead is responsible for directing support governance, performance and assurance activities acting as a conduit for Director Support at corporate level. Whilst this is a singleton post it is supported throughout the domain via a virtual network of support facing staff. Key activities involve:

o Inventory Data Cleanse – driving the strategic milestone within the domain, establishing a baseline plan and then driving it forward.
o Support metrics – ensuring our CASP and OGSM metrics provide insight and drive the right behaviours.
o Governance – Leading on the monthly review and governance of support metrics (e.g. DEFSCOR, HIMA).

• Much of the work involves the implementation and sharing of best practice and driving change forward from the Inventory Improvement Programme. A good supply chain background is a key criteria for this role as are stakeholder management and relationship skills. The post holder must have the ability to challenge data from a sound knowledge base.
