The Senior Data Systems Analyst will support the Civil Rights Equity & Inclusion (CREI) Division by providing critical information that impacts decision-making on key diversity, equity & compliance issues; serving as an analytical/technical resource to the CREI staff; creating, managing and maintaining reporting and dashboards (custom and ad-hoc); optimizing tools that bring insight and drive actions; and organizing data and metrics efficiently. The ideal candidate has a Bachelor’s in Business Administration or Computer Science with four (4) years data management & reporting systems experience at the Analyst or Administrator level; OR a combination.

GENERAL PURPOSE: 

Provide analytical expertise and support of systems utilized in the Office of Civil Rights, Equity & Inclusion (CREI) department. Provide analytical and technical support on CREI projects; assist in creating more efficient use of the system through tracking, automating, and streamlining processes; responsible for analytical reporting to ensure compliance and data integrity, serve as an analytical resource to managers and to other CREI staff. Serves as a technical resource to managers and to other CREI staff.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Optimize current CREI systems such as B2GNOW, UltiPro, SharePoint and CRM and implement (new) data processes and systems as needed.

• Maintain CREI data tools, reporting and dashboards. Produce and deliver standard (monthly, quarterly, and annual) and customized reports. Respond to data requests on an ad hoc basis by gathering, analyzing, and reporting relevant data from various sources.  Completes reports as needed for public disclosures.

• Manage and analyze data to generate meaningful business insights.

• Ensure data integrity and compliance with applicable state and federal laws and regulations.

• Build tools to bring data insights to the CREI leaders and a wide audience to drive actions. Gather and analyze data, using advanced Microsoft excel and continuously learn about new ways to mine data and distill meaning out of the increasing amount of data available to the agency.

• Extract and organize data for analysis and trending and compares against industry and management metrics and best practices

• Create various CREI process spreadsheets. Analyze and interpret data to ensure accuracy across processes.

• Design new metrics and data visualization tools/techniques to make recommendations/support the CREI leadership to enhance existing reports and analysis to identify meaningful insights/opportunities to drive the business forward in various department/division in the Agency.

• Support and coordinate with Agency’s EEO office to calculate EEO statistics and prepare quarterly EEO reports. Synthesize and interpret information, create dashboards to track demographics data across departments/divisions.  Collaborate with the Talent Advisors for necessary talent data for EEO reports.

• Develop and automate business workflows using new cross application, tools. (Office 365, One-drive for Business, Power B.I. etc.)

• Play a leadership role in system changes. Research products, perform needs analysis, contribute to RFP’s and demonstration scenarios, analysis results, make purchase recommendations in collaboration with other team members.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in Business Administration or Computer Science with four years of experience using data management & reporting systems at an Analyst or Administrator level; OR a combination of education and experience.

Required Licenses or Certifications: 

None.

Required Knowledge and Skills:

· Knowledge of general civil rights compliance practices and confidentiality issues.

· Knowledge of general diversity, equity & inclusion practices and confidentiality issues.

· Report preparation

· Deep understanding of database technology and design concepts.

· Strong analytical and quantitative, organizational, and multi-tasking skills in a challenging, fast-paced, results oriented environment.

· Ability to handle confidential and sensitive information.

· Strong verbal and written communication.

· 5+ years of computer knowledge including advanced-level knowledge of Excel, Access, Visio, Publisher and other MS Office products.

· Project management skills are essential.

· Interpreting and applying technical and industry concepts to analyze, research and present results.

· Utilizing advanced personal computer software programs affecting assigned work.

· Analytical strengths, attention to detail and ability to problem solve are required.

· Managing multiple tasks, setting objectives/goals, and prioritize work to meet deadlines and priorities.

· Must have strong communication and presentation skills as well as the ability to establish rapport and relate to staff at all levels of the organization.

· High customer services skills, shown through the ability to use judgment in balancing the needs of the customer while considering the policies and procedures of the company.

· Ability to work in a culturally diverse environment.

· Responding to inquiries and in effective oral and written communication.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
