The Strategic Investments Office (SIO) is a division within Information Technology, reporting directly to the Chief Information Officer. The SIO encompasses IT Project Management, Business Alignment, Strategic Resources, and System Testing & Quality Assurance. The SIO builds better capabilities to plan, resource and execute high-value and time-sensitive technology investments. The office aligns technology with customer needs by delivering the agency’s highest priority IT investments.

The IT Project Management Office (IT PMO) program within SIO oversees development of technology solutions, especially implementation of major new applications, upgrades, or IT changes. The IT PMO implements and promotes IT best practices.


The IT Project Manager, Journey is a key role in providing solutions that support the Agency’s services to citizens and businesses within Washington State. This position collaborates with others in the SIO, within Information Technology groups, with Agency business stakeholders, and with external parties to provide high value products in support of L&I goals.

You will be responsible for all aspects of your assigned projects over the entire project lifecycle (initiation, planning, execution, control and closure). Using your knowledge and experience, you will ensure that both agency and customer requirements are fully met and that projects are completed on time, within budget and in a manner consistent with established standards. You will establish scope and work plans while overseeing work of staff assigned to the project. You will work with the Executive Sponsor(s) and CIO or Delegates on IT Project deliverables, resources, budget and IT Performance. You will develop key metrics to monitor the success of implementation and triage issues while working with the business to ensure that the goals of the supported division are also met.

Due to the COVID-19 pandemic, telework is temporarily expected for most positions, including this one. The vaccine mandate applies to all employees regardless of teleworking status. As L&I begins to allow for staff re-entry into the workforce, the incumbent of this position may be expected to report to an L&I facility or field office (duty station) for work activities. At that time, discussions about this position may be eligible for continued telework in accordance with L&I’s telework policy. Telework is dependent upon business needs and supervisor approval. When asked to work in the office, the duty station for this position is: Tumwater, Washington.




Some of what you’ll do:

  • Develop the Project Statement. Document the vision and goals, proposed solution, expected timeframes, total budget allocation and business benefits the project will produce.
  • Establish the Scope for the project.
  • Define the Project Organization structure.
  • Describe the Project Approach. Indicate the methodology to be used in the project, the Office of the Chief Information Officer and technical oversight level needed and information relevant to the project sponsors
  • Work with IT Division leadership to perform agency strategic planning and policy development for IT Projects.
  • Develop and implement standards and procedures for IT Project Management to be used by all development teams.
  • Integrate the work of the project with that of Product Teams and Operations Teams by working with Product Owners and Technical leads.
  • Direct and manage project work. Provide management in the areas of schedule scope budget, issue and risk management.
  • Perform integrated change control. Identify and manage changes requested of the project.
  • Responsible for the IT Project Closure processes.

Bachelor’s degree preferably in Information Technology, Business/Public Administration or related degree and four years of IT experience.*


An Associate’s degree in Computer Science, Information Technology or completion of an accredited vocational training program in information technology or related program and six years of IT experience.*


Eight years of IT experience.*

*Relevant IT experience includes but is not limited to analyzing, designing, configuring, implementing, maintaining or programming computer software applications/databases, and must have experience and knowledge of the following standards and technologies: IT Security, IT Policy and Planning; Networks; Systems Analysis; Software Development Lifecycle; Release Management; Configuration Management; Systems and Database Administration, or IT Architecture

Additional requirements include:

  • Three years of IT Project Management experience.
  • Professional certification as a Project Manager (PMP) or Certified Associate in Project Management (CAPM) from a recognized accrediting body such as PMI
  • One year of experience deploying Commercial-Off-the-Shelf products within an IT division.


  • Three years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
  • Three years of progressive knowledge and experience with project management, project management methodology and practices in application development or other areas of IT.
  • Certification: PRINCE2, Certified Scrum Master (CSM), SAFe, ITIL Certifications
  • Three years of experience performing organizational leadership and technical consultation to design, develop and implement mission critical, agency wide, complex application or systems.
  • Three years of experience communicating technical issues to business area(s); technical resource meeting facilitation; business systems analysis.
  • Three years of experience working in a team environment of application development.
