Job description

The Engineering function’s primary objective is to focus on the delivery of our equipment and support by providing specialist expertise in domain-related disciplines such as: mechanical, electrical and power distribution; software, sensors and electronic systems; acquisition safety and environmental protection; quality assurance; ordnance munitions and explosives, as well as systems engineering and integration.

Ensuring the equipment procured and supported by DE&S on behalf of the Armed Forces is safe to use and environmentally sound is vital to the procurement process. The DE&S Quality, Safety and Environmental Protection (QSEP) group reports to the Director of Engineering and Safety, providing DE&S with policy, advice, guidance, tools and related assurance of high-level management systems. We enable safety and environmental protection to be effectively and efficiently managed within DE&S, both for our own people and sites and for the users of the equipment we supply. We are looking for someone who can help DE&S improve its safety and environmental performance by developing a healthy safety and environmental culture. This role involves putting in place the mechanisms for the organisation to measure its culture, identifying where improvements can be made, and providing tools to help the organisation improve.

Please note that whilst this role is based in Abbey Wood – Bristol, there is some flexibility in the current circumstances for remote working with travel into Abbey Wood HQ.

Responsibilities

In your role as a member of the Safety and Environmental Protection (SEP) Team, your responsibilities will include:
• developing an assessment of the organisation’s safety and environmental culture, including by running the annual DE&S Safety Culture Survey;
• processing, analysing and exploiting data to identify shortfalls in safety or environmental culture, then working with stakeholders to improve these areas through the year;
• ensuring that insights from the culture improvement work inform the policy, guidance and training developed by other areas of the team;
• managing specialist contractors as necessary to support the collection and analysis of safety and environmental information, and to help practitioners across the business manage safety and environmental issues.

This role is about helping the organisation improve the attitudes and behaviours of its people. While one part of the job is about measuring culture, the other is about encouraging good leadership and individual behaviours, by ensuring that important safety and environmental messages are always visible, and putting in place policies, guidance and tools that help people do the right thing. This part of the role includes management of the provision of software tools to support the Acquisition Safety and Environmental Protection community, such as the eCassandra hazard log tool, ASSERT performance management tool, and ASEMS (the Acquisition Safety and Environmental Management System website).

Essential to your success will be an ability to demonstrate:
• practical experience of techniques for measuring culture and catalysing change;
• an excellent level of stakeholder management and communication skills at a senior level;
• practical experience of the implementation of safety or environmental management systems for products, services or systems, either as part of design or in-service support.
• a working knowledge, understanding and experience of a range of safety or environmental tools and techniques;
• an ability to work with stakeholders to understand and capture their requirements.

You will ideally also have:
• experience in managing the development or procurement of software tools;
• a relevant engineering or science qualification at bachelors or postgraduate-level, preferably in a safety or environmental discipline, or equivalent experience;
• practitioner status in System Safety or Environmental Management practices;
• professional registration with a relevant institution.
