Full-Time Program Manager-Title VI & Equity – $65K-$145K – PROGR002247

Job Description

Salary range is $65k to $145k, with a midpoint of $105k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. 

GENERAL PURPOSE: 

Reporting to the Deputy Director – Equity & Social Responsibility and under general direction, the Title VI & Equity Program Manager is responsible for ensuring that federally supported transit services and related benefits are distributed in an equitable manner and that the agency meets Title VI requirements. The Program Manager is responsible for monitoring and implementing the Agency’s Title VI program to ensure compliance with all applicable federal/state laws, applicable Federal Transit Administration guidelines and requirements and other applicable regulatory agency guidelines. May participate in the development of related policies and programs, manages the processing of Title VI complaints and investigations, prepares the Title VI program and progress reports, and creates and delivers training and technical assistance. Serves as the agency Title VI contact for services and facilities; oversees contractors and operator adherence to applicable federal requirements.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Responsible for the development, management and implementation the Agency’s Title VI Program including provision of services to riders, review of federally funded projects for compliance with federal laws and regulations, and answers customer and regulatory agency inquiries about the program.

• Serves as the Agency’s designated Title VI compliance contact and ensures compliance with federal regulatory guidelines.

• Serves as Project Manager for the development of Service & Fare Equity Analyses.

• Manages and provides oversight to multi-disciplinary teams to ensure compliance with Title VI.

• Conduct Title VI based investigations, including conducting interviews, reviewing documentation and other materials to write and issue legal defensible findings.

• Supports the development of work related to public engagement and language access.

• Develops, coordinates and conducts training on Title VI and Equity topics.

• Coordinates with departments on applicable federal requirements for reviews and audits, develops responses and develops audit and review mitigation and corrective action plans.

• Manages, develops, maintains and monitors the Title VI Program by conducting research into current rules and regulations, create new and modified policies, obtain legal guidance as required, analyze relevant information to compile reports and advising management.

• Takes appropriate corrective action when necessary; provides technical assistance on Title VI issues to staff, contractors and operating partners.

• Participates and attends meetings with stakeholders, community-based organizations and regional partners as appropriate.

• Produces and maintains performance reports and Title VI compliance tracking.

• Supports other departments in identifying areas of opportunity to advance equity that are related to, but not required by Title VI.

• Perform special duties as assigned by the Deputy Director – Equity & Social Responsibility and/or Chief Diversity, Equity & Inclusion Officer.

• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

• Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in public administration, business administration, accounting, management, or closely related field and four years of management/project management experience (directly related to the assignment) or closely related professional experience, which includes responsibility for contracts and compliance; legal background in civil rights or contract compliance; OR an equivalent combination of education and experience. Master’s Degree in Public Administration or a related field preferred.

Required Licenses or Certifications:

None.

Required Knowledge and Skills:

• Advanced knowledge of Title VI, Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA) or other Civil Rights Programs.

• Exceptional program/project management skills and a proven ability to manage a complex portfolio of work.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups, and the general public.

• Advanced knowledge of investigation processes including customer service methods, conflict management, and problem solving.

• Comfortable presenting to internal and external stakeholder groups including, but not limited to, the Sound Transit Board of Directors, executive leadership councils, community based organizations, etc.

• Foundational understanding of equity and anti-racism principles and practices.

• State and federal regulations related to area of assignment.

• Utilizing necessary personal computer software programs to fulfill assigned work including; compiling and preparing spreadsheets and a variety of specialized reports.

• Preparing and analyzing complex data and numerical computations.

• Effective oral and written communication.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather, and physical harm.
