Job description
DE&S and SDA Category Management Centres of Excellence are looking for senior managers with a proven track record in Category Management, who will be responsible for the provision of support to Delivery Teams enabling their transition from the existing customer/procurer base to supporting the development and implementation of identified categories either cross MoD or DE&S/SDA specific. This will involve understanding the End to End Category management process including the use of the Category levers to develop and implement a category strategy and will include a significant amount of stakeholder engagement across multiple functions and possibly multiple Domains or TLBs.
Category Management is one of the key elements of the Ministry of Defence Acquisition Review and is being delivered as a work-stream within the Acquisition and Approvals Transformation Portfolio. The work-stream delivers fundamental change that will enhance the delivery of core capability to the front-line.
Responsibilities
The role will require you to explore the available markets & suppliers, products & technology, and users’ requirements, in order to maximise capability and value for money across Defence. You should be passionate about creating change by contributing to the development of an evolving category team, with the resilience and skills to challenge, inspire and lead stakeholders in transitioning from “old to new”.
Responsibilities:
• Advise senior staff on acquisition strategies related to a variety of procurements of different complexity and risk levels
• Lead performance management assessments to enable effective delivery of the requirement
• Communicate in a timely manner with a wide range of internal and external stakeholders including Senior Leadership, suppliers and Subject Matter Experts
• Conduct assurance and due diligence of activity within own are of responsibility by enforcing adherence to Commercial policy. Participate in Peer Reviews as required.
• Lead a virtual team by providing coaching, mentoring and development as required.
• Support major competitive or single source procurements, including the development of models and approaches, complex Invitations To Tender, negotiations and contracts requiring non-standard/ bespoke conditions.
• Negotiate, place and manage contracts and contract amendments
• Support the management of complex portfolios with multiple supply chains.
• Undertake wide ranging communications in a timely manner with a wide range of internal and external stakeholders including Senior Leadership, suppliers and Subject Matter Experts.
• Lead and advise the function in strategic activities related to improvement programmes or functional management.
• Use and analyse data to determine and make recommendations on industry and consumer trends
• Devise long-term development strategies for product categories
• Support the development of exit strategies
• Produce forecasts for product demand to ensure sustainability

What you will be assessed against
To be successful with your application you must demonstrate that you meet the following essential criteria:
• Experience of Category management within complex acquisitions
• Working with External Assistance with the intent to support and challenge strategic improvement programmes and make improvements to existing policy and process.
• Ability to influence and communicate effectively with senior stakeholders
It would benefit your application if you be able to demonstrate the following desirable criteria:
• Experience in undertaking Supplier Portfolio Management activities is required, setting up supplier performance reporting is desirable
• Experience of outsourcing agreements is desirable.
• Experience of setting up strategic partnerships with industry is desirable.
• Knowledge of the Single Source procurement regulations

The DE&S & SDA Commercial Function is made up of around 1000 people who provide independent, professional judgement on commercial, procurement and contract management matters to meet the Armed Force’s needs, ensuring compliance with relevant legislation and guidance, whilst driving value for the customer. As a member of the Commercial team, you will play a key part in helping to equip and support the armed forces for everything from disaster relief and reconstruction to peacekeeping and humanitarian aid.
