Full-Time Senior Systems Engineer-Transit Systems – $100K-$150K – SENIO01923

Job Description

GENERAL PURPOSE: 

Under general direction, provides lead coordination and advanced systems engineering duties for assigned project(s) within the Transit Systems Section of the Operations Engineering and Technology Division,  including Fare Collection, CCTV, onboard rail vehicle Passenger Information Systems, and Automated Passenger Counter systems.  Provides technical leadership to staff, contractors, and vendors; serves as subject matter expert on Sound Transit communication and control systems. Provides assistance and solves field problems; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility. Coordinates assigned activities with other divisions, departments, and outside agencies. This position is considered a senior level, non-managerial professional and is expected to be fully functional in all aspects of project management and project development. This position may serve as a Team Leader function ensuring quality of work meets the standards set forth by the Agency.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Conducts technical analysis, hazard and risk analysis, develops business cases, and participates as technical lead on major and routine communication and control systems projects.

• Collaborates with operations and engineering staff to translate agency needs into long-term architecture solutions.

• Leads efforts to architect complex technical solutions in accordance with established design criteria, collaborating with all necessary subject matter experts.

• Evaluate and oversee the design, development, implementation, testing maintenance and life cycle management of ITS in revenue service.

• Collaborates with the Information Technology and Design, Engineering and Construction Management (DECM) departments to establish and maintain standards, design and test new installations, support transition of new systems from capital projects, and ensure delivery and maintenance of, secure, reliable and high availability systems.

• Develop and promote standard operations documentation including procedures, checklists, and instructions.

• Provide technical leadership, mentoring, and coaching to team members, contractors, and vendors.

• Develop and implement system enhancements to improve system reliability and performance.

• Provides expert knowledge of industry principles and practices for the area of responsibility.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in computer science, electrical engineering or closely related field and five years of experience, including specific systems engineering experience; OR an equivalent combination of education and experience. Preferred experience with Transportation Systems on vehicles and transit facilities such as rail platforms.

Required Licenses or Certifications:

None.

Required Knowledge and Skills:

• Operational characteristics of a variety of computer and network systems, applications, hardware, software, and peripheral equipment.

• Methods and techniques involved in designing, installing, and maintaining multi-vendor systems and connectivity.

• Design and system integration of communication and control systems such as Fare Collection, CCTV, Passenger Information Systems, Automated Passenger Counters, and Parking Systems.

• Project management techniques and principles.

• Established electrical engineering principles, methods, and techniques; and electrical equipment and systems.

• Engineering consulting services and methods including reports, studies, cost estimates, plans, and specifications.

• Principles and practices of computer science and information systems.

• Recent developments, current literature, and sources of information related to innovations and trends in applications design, development, and maintenance.

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

• Spreadsheets and reports.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Reviewing or checking the work products of others to ensure conformance to standards.

• Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.

• Presentation development and public speaking skills.

• Applying appropriate oral and written communication skills to various individuals ranging from Agency employees, engineering consultants, and local, state, and federal agencies.

• Working cooperatively with other departments, Agency officials, and outside agencies.

• Monitoring and overseeing project operating budgets, costs, and schedules.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment or onsite at field location as required.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions when conducting field surveys and when working in the field.

• Position may be subject to pre-employment, random and for cause drug and alcohol screening.

• Position may include rotating 24/7 on-call technical support including on-site attendance for emergency or critical failure conditions.
