Full-Time Right of Way Supervisor
Job Description
- Maintain awareness and expertise on NCDOT policies and procedures applying to daily duties and training of Right of Way staff.
- Supervise a team of Real Property Agents, Real Property Agent trainees, our Administrative Specialist, and temporary staff in our Division 5 Right of Way office.
- Provide assistance in Right of Way acquisitions and the administration of Limited Service Agreements (LSA) contracts including, onboarding, progress/status monitoring, and invoice processing.
- Thorough knowledge of Federal Highway Administration (FHWA), NCDOT, and Right of Way branch policies.
- Experience processing complex Right of Way negotiations, including commercial and residential properties.
- Computer skills in Microsoft Office, Outlook, online databases such as SAP, and Online File Transfers such as using FTS.
- Demonstrated ability to interpret highway Right of Way and construction plans and effectively communicate their meaning to the other NCDOT agencies and the public.
- Experience managing Right of Way consultants helping in right of way acquisitions.
- Thorough understanding of requirements of the Uniform Relocation Act and an understanding of all phases and steps in the Right of Way negotiating/procurement process.
- Strong communication skills to explain/discuss policies and procedures with others in Right of Way, Division 5, and to the public.
- Ability to interpret and explain transportation project Right of Way and construction plans.
- Bachelors Degree in Business, Economics, Real Estate, or a related field (i.e., Civil or Structural Engineering, Architecture), and
- 4+ years of Right of Way or real estate appraisal experience, and
- 3+ years of Right of Way experience; or
- High School/GED diploma, and
- 8+ years of Right of Way or real estate appraisal experience, and
- 3+ years of Right of Way experience; or
- An equivalent combination of education and experience.
