Job Description

Salary range is $65k to $145k, with a midpoint of $105k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under general direction manages the agency Safety training program; responsible for identifying agency safety training needs with subject matter experts, developing, testing, deploying, and tracking compliance for a variety of safety training programs and curricula. Areas of responsibility include but are not limited to L&I/OSHA, FTA, FRA, and other safety compliance trainings. Provides technical support for the Safety Team’s usage of Sound Transit’s learning management system (LMS) which is Cornerstone OnDemand (CSOD), offering support and maintenance of content, assets, and other resources used for instructional functions. Serves as the point of contact between the Safety Department and the Sound Transit Human Resources Learning & Development team for training program and module development and management.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Researches, develops, plans, organizes, implements, and evaluates safety training programs for the agency focusing on Labor & Industries (L&I)/Occupational Safety and Health Administration (OSHA), Federal Transit Administration (FTA) and Federal Railroad Administration (FRA), and other safety compliance trainings.

• Develops and deploys course structure within the LMS using adult learning principles for all levels of LMS users, using appropriate media, product information, and other technical LMS features.

• Identifies agency safety training eLearning resources/vendors with subject matter expert input and purchases/develops, tests, deploys, and tracks compliance for eLearning safety courses.

• Identifies agency safety training classroom resources/vendors with subject matter expert input and executes contracts, manages budgeting, manages vendors, and tracks compliance for classroom safety courses.

• Updates and manages the overall safety training program within the LMS (Cornerstone OnDemand) which includes assigning trainings, course content, curriculum creation, roster management, compliance reporting and the use and implementation of other Cornerstone OnDemand features/tools to create and maintain effective, efficient, and compliant safety training programs.

• Communicates and collaborates with stakeholders and departments to identify training needs in support of the overall safety training program; reviews, evaluates, and modifies existing and proposed programs within the larger safety training portfolio; recommends appropriate changes.

• Troubleshoots and resolves safety training related LMS system issues. Serves as the subject matter expert and main point of contact to resolve system issues.

• Identifies and communicates opportunities for process and quality improvements, providing feedback on usage, defects, and suggested enhancements. Provides troubleshooting assistance for users regarding logging in to the LMS and accessing safety courses.

• Serves as liaison with IT Service Desk and first level point of support for LMS issues related to safety trainings. Collaborate with the HR LMS administrator on escalated support issues.

• Partners with HR LMS Administrator and IT to prepare, setup, test, and to rollout additional features of CSOD such as expanded functionality and automation of the LMS to support the safety training program.

• Audits safety training records for accuracy and completion and follow-up with departments as needed for corrections.

• Creates dashboards and format status reports for regularly accessed safety training data from the system. Designs and runs safety training reports as needed.

• May serves on various committees as assigned; attends and participates in professional group meetings; stays current of new trends and innovations in safety training and LMS field.

• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in human resources, education, or management information systems with four years of experience in managing agency training using an LMS, experience as an LMS administrator or similar position; Or an equivalent combination of education and experience. Master’s degree in safety education or instructional design preferred.

Required Licenses or Certifications:  

Valid state driver’s license.

Required Knowledge and Skills:

• Learning Management Systems and databases to implement and manage the overall safety training program effectively and successfully.

• LMS reporting.

• Communication skills to work with all levels of the Agency, consultants, and trainees.

• Experience and ability to provide in-person training.

• System perspectives while addressing and working with multiple needs and perspectives throughout the Agency.

• Presentation skills, able to present technical and non-technical information to an audience with varying skills and technical background.

• System perspectives while addressing and working with multiple needs and perspectives throughout the Agency.

• Working well with technically diverse client groups and a culturally diverse team and clients.

• Consulting practices to provide resources to management teams and work groups.

• Hands on use of Microsoft Office products, especially Word, PowerPoint, and SharePoint. Some experience in Excel and Visio desired.

• Methods of planning, goal setting, and implementation.

• Tools to develop needs assessments and evaluations for recommendations for program needs.

• Training delivery methods to meet the requirements of the materials and needs of the audience.

• Application of project, meeting, and time management.

Preferred Knowledge and Skills:

• Strong LMS experience with Cornerstone OnDemand.

• Experience working with or in a transit agency environment.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment and/or remotely.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
