Full-Time Program Manager-Risk & Asset Management – $65K-$145K – PROGR002205

Job Description

Salary range is $65K to $145K with a midpoint of $105K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:  

Under general direction of the Director of Enterprise Asset Management, the program manager will manage and coordinate the development and execution of the agency’s asset management planning program, which includes development and execution of the asset management planning process and asset risk management process as well as leading development of asset management plans for all assets in scope of the agency’s Asset Management Framework.  As part of the work to lead development of the asset management plans, this position will be responsible for leveraging industry best practices to satisfy ISO 55001 requirements related to asset management planning and risk management, creating clarity of roles and responsibilities in decision-making for each asset management plan and ensuring appropriate stakeholder engagement and communication.

This position will coordinate and work across the Agency and will need to exercise independent judgment, initiative, and decision-making, and uphold Agency values.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Develops and manages the program to deliver asset management plans for all assets in scope of the Asset Management Framework.

• Develops and executes the asset management planning process and asset risk management process to comply with all related FTA and ISO 55001 requirements.

• Serves as the Process Owner and primary point of contact for asset management planning and asset risk management processes.

• Coordinates and communicates asset management planning and asset risk management work with other workstreams in the agency’s asset management program as well as with upstream and downstream process owners.

• Develops and delivers training materials related to asset management planning and asset risk management.

• Champions change management and a transparent, collaborative, proactive, strategic approach to change.

• Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.

• Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree and four years of experience developing asset management plans and working on complex projects/programs across disciplines; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

None.

Preferred Licenses or Certifications:

• Institute of Asset Management (IAM) Certificate,

• Institute of Asset Management (IAM) Diploma; OR

• Registered Asset Management Professional (AMP)

Required Knowledge and Skills:

• Asset management planning.

• Asset risk management principles and practices.

• Proficiency in ISO 55001 – Asset Management System Standard Requirements.

• Strong relationship-building and management, and ability to positively influence the work of others.

• Independent judgment, strategic thinking, and problem resolution.

• Strong written and verbal communication skills and active listening.

• Data gathering, analysis and visualization for decision making and transparency of decisions.

• Developing and overseeing a complex program that interfaces with multiple parts of the agency simultaneously.

• Ability to work effectively under pressure, meet deadlines, adjust to changing and competing priorities, and balance competing demands.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Interpreting and applying applicable federal, state, and local laws, codes, and regulations.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment most of the time but also may involve occasional time at construction sites and facilities.
