SALARY: $‎130K – $‎200K

GENERAL PURPOSE:

The Director plans, directs, manages and implements the administrative activities, operations and functions of the Economic Development, Inclusive Culture, Equity & Social Responsibility and Compliance & Monitoring teams.  Ensures Agency compliance with federal and state laws, applicable FTA guidelines and requirements, and other applicable transportation regulatory agency guidelines. Oversees the quality, scope and schedule of assigned programs/projects and provides technical assistance, training, and expertise in planning, organizing and implementation to stakeholders.

The position will work closely with agency departments, HR team members, stakeholders and business leaders across the organization to ensure processes, initiatives, resources and tools are effectively leveraged to drive business results and to ensure an inclusive and diverse employee population that align and support the organizational goals.

ESSENTIAL FUNCTIONS:

• Plans, directs, coordinates and reviews the work of assigned areas of responsibility and assigned staff; assigns work activities and coordinates schedules, projects and programs.

• Design, launch and manage initiatives focused on creating a culture of inclusion.

• Partner and build strong relationships with Human Resources (Learning & Capability, Talent Acquisition, Total Rewards, and HR Strategic Partnerships) to effectively integrate equity & inclusion into current business strategies and operations.

• Develops and manages organizational wide, diversity, inclusion metrics. Measures impact of new initiatives against key performance indicators and metrics to monitor effectiveness of existing programs and initiatives making recommended changes if needed. Identify, assess, track, and mitigate issues and risks at multiple levels.

• Assists the Chief Officer in the planning, development and/or implementation of the overall Civil Rights, Equity & Inclusion strategy.

• Assists the Chief Officer with daily operation; schedules and assigns work and administers the overall

• operation of the office including but not limited to; planning, organizing, and supervising the work of staff. Responsible for statistical information, reports, and required records.

• Assists the Chief Officer in the recruitment and selection of staff. Assists with initial new employee training as needed.

• Actively participates with the Chief Officer in annual budget development, preparation, and presentation to the budget committee.

• Reviews, recommends revisions and assists in implementation of agency-wide policies and procedures to ensure accuracy, efficiency and alignment.

• Provides supervision, leadership, mentoring, coaching, and performance evaluations to the staff to assist in the achievement of the organizational mission and objectives. Builds cooperative and collaborative environment.

• Coordinates and/or completes special and major projects as assigned by the Chief Officer. Assists in short and long-term strategic planning. Prepares project timetables with specific milestone goals.

• Connect and inspire people to drive effective teamwork, communication, collaboration and commitment across multiple groups with competing priorities.

• Functions as acting Chief Officer in the Chief Officer’s absence and be present at office led efforts.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in the area of Business Administration, Public Administration, Organizational Leadership, or related discipline or ten years of broad-based experience in Diversity, Equity & Inclusion, Civil Rights, employee relations or a related field, preferably in a public sector or service environment.  Eight years of experience leading managers. Experience leading high performing teams, developing and implementing strategy.

A Master’s Degree in Public Administration, Human Resources or a related field is preferred.

Required Knowledge of:

• Advanced principles, practices and standards of Civil Rights, Diversity, Equity and Inclusion programs.

• Engaging internal and external stakeholders.

• Budget management and tracking principals.

• Strong analytical skills; demonstrated ability to investigate and research facts prior to making recommendations or offering solutions; leadership skills and a commitment to teamwork and excellent service.

• Knowledge of federal and state regulations impacting equal employment opportunity requirements and activities including Title VI and Title VII.

• Proven ability to manage multiple projects, deadlines, and resources to meet goals.

• Solid communication and presentation skills required, as well as strong organizational skills and ability to follow through with details.

• Ability to work in a diverse environment.

• Ability to communicate effectively verbally and in writing.

• Pertinent federal, state and local laws, codes and regulations.

Required Licenses or Certifications:

Valid state driver’s license.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
