Summary

The Submarine Delivery Agency (SDA) is an Executive Agency of the Ministry of Defence responsible for the procurement, in service support and disposal of the UK’s nuclear submarines. Our work is of unparalleled strategic importance nationally and internationally, ensuring the security of the UK’s continuous at-sea nuclear deterrent, and delivering the most technically complex programmes in Defence. We employ over 1500 people and have an annual spend of c. £3.5 billion.

As a standalone entity within the MOD, the SDA has been created as a high-performing organisation, bringing together existing expertise with heightened managerial, commercial and procurement capability to ensure the excellence and cost-efficient delivery of the UK’s nuclear submarine assets for decades to come. In addition to procuring the replacement of the current Vanguard class with its successor, Dreadnought, the organisation also manages the in-service aspects of the Astute class submarines and its follow-on vessel. The SDA is also responsible for the decommissioning and disposal of the Trafalgar class submarines and, in the longer term, other submarines taken out of service.

An exciting opportunity has arisen for a Senior Commercial Manager to join the SDA team in Barrow-In-Furness where you will play a pivotal part in the delivery of equipment and services across any of our business areas.

In this role the primary focus of your duties will involve taking a pivotal role in the negotiation and management of a major, new contract in support of the Submarine Build Portfolio at Barrow.

Our Commercial function provides independent professional judgement on commercial and procurement business matters. It is made up of professionals specialising in: commercial strategies; compliance with public procurement regulations; competition; tendering & contracting and commercial risk. Our Commercial function is also the only function that is contractually allowed to commit taxpayers’ money to support the needs of the Armed Forces. As such, you will find that the levels of responsibility within the SDA are greater than many that you will find within the world of industry.

Responsibilities

You will be at the heart of a variety of commercial projects and responsibilities can include:

• Advise senior team on acquisition strategies for Category A – C procurement’s in accordance with EU procurement regulations and Government policy. Determine and enact strategies within own delegation limits.
• Manage major competitive or single source procurement’s, including the development of commercial models and approaches.
• Lead development and delivery of complex Invitations To Tender, negotiations and contracts requiring non-standard/ bespoke conditions.
• Negotiate terms and pricing, place and manage contracts and contract amendments up to a maximum delegation of £100M in accordance with set guidelines outlined in the individual’s delegation letter and MOD policy.
• Conduct assurance and due diligence of Commercial activity within own are of responsibility by enforcing adherence to Commercial policy. Participate in Peer Reviews as required.
• Lead contractor performance management assessments to enable effective delivery of the requirement.
• Lead a team of commercial practitioners, oversee and supervise delivery of team’s commercial outputs and be responsible for multiple teams providing coaching, mentoring and development as required.
• Lead/ and or assist commercial enabling teams to assist delivery of DE&S Business Improvement projects.
Communicate in a timely manner with a wide range of internal and external stakeholders including Senior Leadership, suppliers and Subject Matter Experts.

If successful you will undertake the following:

• Leadership development and defence commercial professionalism courses to develop commercial skills and ensure on-going Continuing Professional Development.
• Relevant Study for Chartered Institution of Procurement and Supply (CIPS) and achieve Level 6 qualification, if not already held. This will be funded and supported by DE&S / SDA.
• At the appropriate stage of your development you will attend an assessment and development centre.

You will be required to travel to Bristol for Commercial negotiations.

What you will be assessed against

To be found successful you must demonstrate the following essential criteria:

• Experience of managing Sourcing and/or Contract Management activities on a large scale on more complex projects and programmes as well as experience in leading and managing professional teams.

It would benefit your application should you be able to demonstrate the following desirable criteria:

• CIPS Level 6/Chartered Status or Equivalent Experience/Qualifications. Successful candidates will be expected to work towards CIPS Level 6, if not already held.

The DE&S SDA Commercial Function is made up of people who provide independent, professional judgement on commercial, procurement and contract management matters to meet the Armed Force’s needs, ensuring compliance with relevant legislation and guidance, whilst driving value for the customer.
