This position offers a sign on bonus of $10,000

Wage:

$100,000 – $130,000

Possible Relocation

Position Summary:

This position manages the overall administration of Human Resources including recruitment and retention, benefits, compensation, compliance with federal and state wage and hour laws, unemployment, labor and industry claims, EEO compliance, employee personnel records, employee handbook, and ensures compliance and administration of employment practices. The position also manages the Human Resource Information System and coordinates key aspects of time and attendance with payroll. This position is a member of the Executive Committee and Senior Leadership Team.

Responsibilities:

Hires, trains and supervises the Human Resource employees

  • Hires all HR Employees and provides training, orientation, and ongoing coaching for the positions
  • Conducts evaluations on HR employees during introductory period and annually thereafter
  • Implements Performance Improvement Plans as necessary for employees performing below minimum expectations

Manages and coordinates utilization of all Human Resource systems and applications

  • Approves all required transactions within the HRIS
  • Coordinates upgrades to all systems and applications with the Chief Information Officer and/or IT staff
  • Ensures all HR staff are appropriately trained for required duties with systems and applications and system roles are clearly established
  • Develops and writes system reports as required or requested

Establishes a recruitment and retention program that meets the needs of our growing not-for-profit organization with expertise in Behavioral Health, Early Learning, Social Services, Elder Services and Housing

  • Establishes relationships with higher education institutions, specifically in Eastern and Central Washington programs that match with the service delivery of Catholic Charities
  • Maintains postings on all open positions with an accurate job description, wage ranges and benefits.
  • Develops strategies for recruitment of hard to fill positions

Establishes and implements a consistent process for new employee hires

  • Ensures all position postings are approved by designated managers/directors and administration
  • Ensures a minimum of two reference checks are conducted on potential final candidates
  • Offers the position to the final candidate in a timely manner, with a letter of hire and benefit summary follow-up
  • Develops and maintains new hire orientation for new staff on the organization, guidelines, and services

Manage competitive employee benefits

  • Annually administers health benefit renewals and enrollment
  • As requested, establishes a bid process to secure the most competitive health benefit package for employees
  • Provides orientation for new employee enrollment

Works directly with department managers and directors to assist them in carrying out responsibilities with personnel matters

  • Assists in setting up interview process in a consistent manner within the organization guidelines
  • Trains directors, managers, and supervisors on HR issues related to employee discipline and assists in implementing Performance Improvement Plans
  • Manages hiring, transfers, compensation adjustments, terminations, layoffs and other personnel actions as needed
  • Provides clear documentation and communication to employment attorney on any termination or layoffs
  • Investigates any employee grievances, documents findings, and reports to the required individuals. Partners with compliance when necessary.

Develops and revises Employee Handbook and ensures compliance with State and Federal laws

  • Reviews employee handbook annually for any updates
  • Facilitates input from Senior Leadership for revisions of handbook
  • Clearly communicates with employees on any revisions and posts the handbook for review by all employees

Develops and provides training to managers on performance evaluations, employee discipline and other Human Resource personnel functions.

Establishes compensation schedules which are competitive in the areas of service within Central Washington

Communicates regularly with CEO about HR issues including progress toward goals, employee discipline issues, terminations, Performance Improvement Plans, communication with attorney, and other pertinent areas

Monitors unemployment claims and provides required information for appeals

Performs other duties as assigned

Job Requirements:

Non-Physical Requirements:

Education

  • Bachelor’s degree in Personnel Human Resource Management, Public Administration, or comparable field required

Experience

  • 5 years’ general experience in the HR field OR any equivalent combination of experience and training that provides the required knowledge, skills, and abilities required
  • HRCI and/or SHRM Certified Professional or Senior Professional (SPHR) preferred

  • Communicates updates and schedules for project timelines to senior leaders and stakeholders

Licensure, Registration, Certification

  • Valid Washington State drivers license and minimum required liability insurance for WA State
