Full-Time Project Manager-Human Resources Operations – $65K-$145K – PROJE002244

Job Description

Salary range is $65k to $145k, with a midpoint of $105k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, manages a full range of Human Resource (HR) projects and activities to improve performance, communication, and efficiency of Human Resources. Represents HR on policy, planning and research-oriented initiatives, and working groups. Conducts analysis and develops measurement standards to ensure HR projects are delivered on time, within budget, and within scope. Throughout the lifecycle of each project, the Project Manager tracks project status and manages project teams to mitigate issues and risks.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Manages technical projects, including eLearning development, data analysis projects, HRIS implementation projects, Agency-wide communications, and HR events.

• Leads a cross-functional team to complete assigned projects on time, to specifications, and with accuracy and efficiency.

• Outlines the tasks involved in the project and delegates accordingly.

• Conducts cost analysis, estimating expected costs for the project.

• Prepares and implements a budget based on estimates.

• Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk (including termination of the project if appropriate).

• Addresses questions, concerns, and/or complaints throughout the project.

• Acts as a liaison between company, customers, and vendors.

• Communicates and collaborates with HR teams and other Sound Transit departments to provide information required to deliver projects on time.

• Ensures compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.

• Represents Sound Transit on a variety of committees and working groups; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Sound Transit policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in public policy, human resources, education, IT or equivalent with four years of technical or HR Project Management experience; or an equivalent combination of education and experience.

Required Knowledge and Skills:

• Understanding and applying project management principles and best practices.

• Project management techniques and principles.

• Research and data collection methodologies.

• Data visualization tools and best practices.

• Principles of team leadership.

• Principles and applications of critical thinking and analysis.

• Principles of business letter writing and basic report preparation.

• English usage, spelling, grammar, and punctuation.

• eLearning or instructor-led training development.

• Data visualization and data analysis.

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

• Establishing and maintaining effective working relationships with other department staff in a highly matrixed organization.

• Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.

• Developing and reviewing contracts and agreements.

• Effective oral and written communication.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to potential physical harm and extreme noise when working in the field.
