Full-Time Value Management Engineer
Job Description
- Provide overall management and integration of the Communicate Lessons Exchange Advice Record (CLEAR) Program and assist with our Constructability Review Program as part of the NCDOT Value Management Office.
- Actively drive and manage our Knowledge Management and Innovation Program – the CLEAR Program. This includes maintaining the SharePoint Site and Portal, using Microsoft Teams to establish and facilitate Technical Advisory Groups (TAGs), coordinate and communicate with the Innovation Coordinators and CLEAR experts, coordinate CLEAR Challenges, and actively identify and participate in outreach activities to engage all NCDOT staff and overseeing consultants who assist with these activities.
- Manage the knowledge flow through SharePoint by moving submissions through the workflow and coordinating with IT when workflow issues arise.
- Establish, facilitate, and ensure action items are completed for communities of practice.
- Coordinate and communicate with Innovation Coordinators on a monthly basis via Microsoft Teams, sharing resources and keeping them up to date on CLEAR progress and innovation efforts within NCDOT and the industry.
- Coordinate and communicate with CLEAR experts via email and the CLEAR portal when they are to review and provide expertise on a CLEAR submission.
- Maintain our expert contact list and provide training.
- Coordinate CLEAR challenges including coordination with NCDOT Communications, determining topics, selecting judges, showcasing winners, and coordinating employee recognition.
- Coordinate with other State DOTs on their Innovation and Knowledge Management efforts and FHWA, presenting at conferences and workshops, hosting lunch and learns, and coordinating and facilitating Post Construction Assessments.
- Provide technical expertise, engineering analysis, and have knowledge of engineering concepts related to planning, design and construction.
- Assist in coordinating and facilitating Constructability Reviews with Contractors, NCDOT personnel in planning, design, and construction.
- Provide formal written communication and adhere to published guidelines through each step of the CLEAR and Constructability Review Program, to ensure complete transparency throughout all stages of the process.
- Provide technical engineering expertise and collaborate with other Value Management staff to ensure all program initiatives achieve their goals.
- Conduct analysis, communications, reporting, documentation, presentations and trainings related to Value Engineering Studies, Risk Assessments, Constructability Reviews, and CLEAR.
- Assist in the supervision of lower-level engineers, Transportation Engineering Associates, interns, and consultants.
- Engineering experience to effectively provide input on transportation projects and challenges.
- Experience coordinating with all stakeholders in a program management process.
- Experience guiding program implementation, information transfer, and documentation.
- Working knowledge of SharePoint and Microsoft Office including Word, Excel, PowerPoint, Teams, and Outlook.
- Knowledge to explain engineering concepts and related facts in a clear, concise and organized manner verbally and in writing for different audiences.
- Bachelor’s degree in engineering, and
- 4+ years relevant experience; or
- An equivalent combination of education and experience.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
