Are you a talent acquisition professional looking to tackle a new challenge?  Are you motivated by work that makes a difference for the community?  We have talented teams of professionals working on light rail, commuter rail and ST Express bus projects that are going to quadruple our current service area in the coming years.  That’s where you come in!  We are seeking additional help on our Talent Acquisition team, a Senior Talent Advisor who is passionate about connecting people while providing an exceptional candidate experience and exceeding our hiring manager expectations with every recruitment.

General purpose:

Responsible for the quality and effectiveness of the talent acquisition process by assisting in developing strategies to identify, attract, and hire high quality employees. Includes setting the Agency direction of talent acquisition along with all aspects of recruiting, interviewing, compensation, relocation, placement, and/or transfer of employees at all levels. Builds effective relationships with all levels of candidates and staff to ensure a diverse, equitable, efficient and successful recruitment process. Maintains a passionate commitment to providing a candidate, panelist and hiring manager experience that exceeds expectations. Consults with management in developing and maintaining a strategic master staffing plan for assigned departments and supports the overall strategic mission of the Agency. Develops diverse network of community and industry contacts for sourcing and retention purposes. Presents positive image of Sound Transit while promoting its mission, vision, and values.

 

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Partners with assigned business units to identify staffing needs for near and long-term recruitment needs. In collaboration with company leadership develops foundational strategic and comprehensive recruitment plans in accordance with the needs and goals of Sound Transit.
  • Recommends and builds relationships with a variety of community and professional organizations in order to hire top talent while creating a talent pipeline for future hiring needs. Emphasizes and incorporates equitable hiring practices into all phases of the advertising and recruitment processes.
  • Guides candidates through and trains hiring managers in the full recruiting cycle. Performs initial interviews to determine candidate suitability for placement for targeted requisitions.
  • Researches and recommends reasonable posting sources for qualified candidates, tracks results, Demonstrates focus on continuous improvements to increase hiring process efficiency.
  • Tracks recruiting efforts and candidate information utilizing Sound Transit’s Applicant Tracking System (ATS). Recommends enhancements to the ATS system as appropriate to improve efficiency and effectiveness of the recruitment function.
  • Demonstrates proficiency in leading Talent Acquisition programs such as contingent labor, university relations, advertising and budgeting, talent analytics, and community/diversity outreach programs.
  • Analyzes market data and internal compensation when making an offer for a position. Generates offer letters and contracts for selected candidates. Stays abreast of trends and developments in the field of Recruitment and sourcing by reading current materials, attending training, and participating in meetings and conferences of professional organization to stay current on emerging trends and increase the Agency’s visibility among potential candidates and associations.
  • Assists in management of the EEO Reporting and Affirmative Action Plan.
  • Coordinates a variety of other HR related programs, projects, and services and serves on various committees as assigned; attends and participates in professional group meetings; maintains awareness of federal, state, and local regulations and impact of changes on the Agency; may work on or have lead on special projects or participate as member of other teams.
  •  Champions and models Sound Transit’s core values and demonstrates values-based behaviors in everyday interactions across the agency.
  •  Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelors degree or equivalent in a related field and four years of experience in Talent Acquisitions Programs; OR the equivalence of education and experience.

Required Licenses or Certifications:

None.

 

Preferred Licenses or Certifications:

  • AIRS Certification.

 

Required Knowledge and Skills:

  • Demonstrated ability to generate a high rate of return on the organization’s investment in recruiting.
  • Mastery of at least one applicant tracking system (ATS), preferably several.
  • Experience generating queries to assist with identifying candidate source effectiveness, time-to-fill, and other sophisticated reports on an ad hoc basis.
  • Demonstrates mastery of recruitment advertising through social media tools and techniques and other talent branding channels.
  • Provides specific external talent market perspectives on industry talent and hiring challenges, and demonstrates initiative to drive innovation.
  • Excellent communication skills.
  • High level of creativity in candidate sourcing.
  • Ability to work in a multi-cultural environment.
  • Demonstrated experience consulting and solving HR business problems.
  • Experience with developing, implementing, and meeting functional budget.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering human resources policies and procedures and in effectively gathering and analyzing data to develop reports and recommendations related to human resources programs and functions.
  • Maintaining confidentiality and communicating with tact and diplomacy.
  • Identifying and resolving problems in a timely manner using sound judgment.
  • Responding to inquiries and in effective oral and written communication.
  • Ability to work in a fast paced, quickly changing environment.
  • Providing assistance to managers in administering programs and projects.
  • Collecting, evaluating, and interpreting information and data from multiple sources.
  • Conducting research and analysis and providing appropriate recommendations based on findings.
  • Organizing complete recruitment files and establishing records management systems.
  • Monitoring program/project operating budgets, costs, and schedules.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.

 

Physical Demands / Work Environment:

  • Work is performed in a standard office environment.
