Full-Time Senior Development and Planning Manager

Job Description

Position Summary

Under the direct supervision of the Director of Development and Planning (D&P), the Senior Development and Planning Manager supports the design, planning, and implementation of ICAP’s business development activities. S/he contributes to the planning and implementation of ICAP’s new business strategies and leads specific initiatives, including opportunity scoping, proposal management, and special projects.

The incumbent will have an option for hybrid work schedule.


Responsibilities

New Business and Strategic Planning (30%)

  • Identifies areas for and systems to promote diversification of funding, and contributes to initiatives to secure new funding streams (including corporate, private, and individual)
  • Analyzes new opportunities and develops succinct summaries of solicitations for ICAP leadership
  • Carefully tracks the status of opportunities in the pre-bid phase and advises on alignment of specific funding opportunities
  • With the Director, designs and develops strategies for new business opportunities including new program areas and partnerships
  • Develops corporate capability statements, past performance references, and other strategic documentation for specific country and/or program positioning
  • With the Director, designs and develops capture planning strategies and systems and provides guidance to country and technical leads for capture planning implementation
  • Designs and facilitates new business development trainings for in-country staff
  • Conducts intelligence gathering through targeted engagement with country teams, key stakeholders, and potential partners
  • Plans, schedules, and coordinates (or lead, as appropriate) strategic meetings with clients, partners, potential hires, and others to advance ICAP’s mission and the objectives of the S&P Unit
  • With the Director, refines and implements a foundation and high net worth individual donor strategy; engage in full engagement cycle from prospecting to reporting
  • Supports the team in tracking of new funding opportunities and synthesizes information from external list-servs, dashboards, subscriptions, and donor databases

Competitive and non-Competitive Proposal Development (30%)

  • Designs and manages competitive and non-competitive proposal development processes in response to specific US Government (USG) and non-USG funding opportunities, from proposal kick-off through post-submission debrief
  • Develops and/or adapts strategic supporting documents for proposal submission including institutional capacity statements, past performance references, organizational charts, and key personnel CVs
  • Ensures proposal elements are high-quality, responsive to donor requirements, and strategic
  • Provides targeted direction to ICAP staff and consultants on ideal resources and information to be used to inform proposal development
  • Works with country teams and technical leads to identify key proposal consortium partners, facilitates partner outreach and engagement, and develops scopes of work; spearheads the execution of necessary teaming documents
  • Works with country teams and technical leads to identify proposal staffing needs and draft strategic job descriptions; collaborates with external recruiter to secure high-caliber candidates and with Human Resources to onboard personnel in alignment with set organizational processes
  • Facilitates after action reviews, as needed, and documents and disseminates lessons learned and incorporates these learnings into refined approach
  • Provides ongoing support and guidance to principal investigators, proposal writers, and key technical leads to troubleshoot both anticipated and unforeseen challenges during proposal development to ensure high-quality competitive submissions, and raises concerns to the Director, as appropriate
  • Leverages resources to draft elements of technical proposal narratives, concept notes, and other competitive documents
  • Works with Senior Grants Managers to ensure costing alignment with technical proposal elements and outline proposal development timelines, and to support the completion of proposal compliance requirements

Knowledge Management (25%)

  • With the Senior Strategic Systems & Operations Manager, leads the development of internal strategies, processes, and tools to address gaps and improve D&P workstreams for new business development, proposal development, information sharing, and knowledge management
  • Supports the consistent uptake and proper utilization of internal proposal/knowledge management systems providing guidance to proposal teams, as necessary
  • Liaises with the Senior Strategic Systems & Operations Manager to provide iterative feedback on knowledge management and operational systems as related to proposal development functionality
  • Maintains and upgrades internal ICAP proposal management and coordination systems and serve as a staff resource for access to key documentation and proprietary information
  • Maintains and manages a database of internal/external partners to ensure efficient, high-quality communication and accurate documentation of activities and events to enable ICAP’s rapid assessment of potential collaborations

Other (10%)

  • Develops systems for, oversees and facilitates recruitment, onboarding, and management of proposal writing and technical consultants; liaises with Human Resources and Procurement Units to ensure processes for consultant engagement and payment and properly implemented
  • Participates in the recruitment and tracking of high-quality external proposal writing consultants
  • Contributes to the planning and implementation of special projects and performs other related duties, as assigned

Minimum Qualifications

  • Bachelor’s Degree or equivalent in education, training and experience and four years of related experience
  • 4+ years of experience in the area of development and/or international project planning and management
  • Experience with international health and/or HIV program design
  • Demonstrated hands-on experience responding to funding solicitations from USG and non-USG entities (e.g., USAID, CDC, NIH, HRSA, UN agencies, and private foundations)
  • Demonstrated ability to manage complex projects from start to finish with limited oversight
  • Excellent writing and interpersonal skills, including oral and platform presentation skills
  • High degree of flexibility and attention to detail
  • Experience managing cross-functional teams (that include senior level staff) to achieve specific, time-bound deliverables
  • Excellent organizational and analytical skills, demonstrated ability to manage multiple priorities and deadlines, and ability to work independently and collaboratively in a team
  • Expert skills in Microsoft Office Suite (Word, Excel, Outlook) and Adobe Acrobat
  • Demonstrated experience working with culturally diverse staff
  • Demonstrated negotiating and diplomatic skills
  • Demonstrated experience leveraging information technology and tools for optimal office performance

Preferred Qualifications

  • Master’s degree in public health, international relations, development studies or other social science fields
  • 8+ years of experience in the area of development and/or international project planning and management, preferred
  • Experience living or working in resource limited settings, preferred
  • Experience designing and/or supporting individual giving campaigns, a plus
  • Experience securing corporate partnerships through corporate social responsibility channels, a plus

Other Requirements

  • Limited domestic or international travel may be required
