Job Description
- Assist in the delivery of HMIP, RMIP, and general maintenance/operations activities by assisting field units in the development and preparation of contract plans, estimates, and packages using NCDOT forces, Contract Engineering Inspection (CEI) staff, General Engineering Services Contractors (GESC), and On-call Engineering Services Contractors to ensure effective program delivery.
- Assist our County Maintenance Engineers in road and treatment selections using field reviews and Pavement Management System (PMS) data through our Go!NC platform for concrete and asphalt pavements to develop the HMIP.
- Direct field testing on routes to determine existing pavement conditions for proper treatments.
- Coordinate technicians schedules to prioritize field assessments, preliminary plans, and quantity development.
- Use field assessments, aerial photography, GIS data, PMS data, MicroStation, and NC Resurfacing Estimate Program date to prepare/review preliminary plans, quantities, and estimates for division HMIP, RMIP, and other improvement projects.
- Publish monthly our 36-month letting schedule for resurfacing and preservation projects.
- Coordinate monthly with our Resident’s Office to update roads treated in the HMIP.
- Work with our Resident Engineers’ offices to identify current contracting issues and adjust future contracts to maximize future Pavement Condition Scores.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Customer service experience solving problems involving explaining engineering concepts to customer groups.
- Experience assimilating large data to properly plan, prioritize, track progress, and monitor projects and programs.
- Computer skills using Microsoft Office and online database/platforms (e.g., SAP).
- Thorough knowledge of programming, planning, scheduling, funding procedures, concepts, practices, and theories used in contract development and contract management and the ability to use them in practice.
- General knowledge to oversee compliance regarding multiple specialties.
- Working understanding of NCDOT and maintenance operations business objectives.
- Ability to:
- Evaluate/approve moderately-complex program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes and design needs.
- Perform inspections/audits to ensure that proper procedures are followed.
- Identify and resolve project/program changes.
- Make recommendations and decisions on non-routine engineering/program matters or other areas requiring technical engineering expertise.
- Provide technical analysis.
- Serve as a mentor/resource to peers and junior staff.
- Express moderately-complex engineering concepts and related facts in a clear, concise, and organized manner.
- Modify delivery, language, or content to account for audience needs.
- Write clear, concise, and organized documents/reports addressing moderately-complex engineering concepts and facts.
- Provide consultation to clients or others related to specific programs/projects.
- Develop and manage program/project plan.
- Provide consultation on issues and requests from clients.
- Consult with senior professionals to discuss alternative solutions.
- Supervise staff.
- Develop and implement short-term strategies consistent with division goals.
- Bachelors degree in engineering; or
- An equivalent combination of training and experience.
