Operations Manager                           

Reports To: Director of Social Enterprise  

Location: Oakland, CA

Schedule: Monday through Friday, some night and weekend hours for oncall, ability to flex schedule accordingly

Travel:  Local travel may be required  

Salary: $60,000.00- $70,000.00                        

Employee Status: Regular, Full-time, Exempt

Union:  N/A

Supervises:  Assistant Operations Manager

These holistic programs and services reach more than 8,000 individuals and families annually in five languages. Programs include early childhood education, youth mentorship and leadership development, employment services, career readiness training, housing and financial stability, senior citizen services, affordable housing and neighborhood development, and arts and cultural events. Our work expands beyond the Fruitvale district and now reaches across Oakland and into Concord. The Unity Council employs a diverse workforce of more than 250 people who reflect the linguistic, cultural, and ethnic identity of the communities we serve.

Program Summary

Peralta Service Corporation (PSC) is a subsidiary of The Unity Council, a nonprofit social enterprise that generates revenue with a social mission. Our mission is to help committed job seekers remove multiple employment barriers and with the help of the PSC staff to improve their job readiness so that they can get into career pathways with other employers. 

PSC envisions program participants getting into careers that will take them beyond basic living wage employment. The goal of the PSC’s workforce development training program is to increase the economic self-sufficiency of low-income adults and help them transition from PSC to a progressive career with as much personal and vocational growth as possible. This dual emphasis of our program in doing the type of work that has a positive social impact on the community as well as focusing on helping our employee’s transition from the PSC.

Position Summary

The Operations Manager will work in partnership with the Director of Social Enterprise to oversee PSC’s daily operations, strategize in developing PSC’s operational model, as well as to manage and develop annual budgets. The Operations Manager is primarily responsible for managing existing contracts and delivering high quality of services to clients. The Operations Manager will also work closely with Human Resources to address issues such as employee performance and relations. This position will work closely with the Employment and Training Program Manager to assess staff’s capacities as well as develop training curriculum for employees. 

An ideal candidate must embrace PSC’s mission and vision, be ready to elevate job readiness skills of the employees to meet private sector’s standard and transition them to a higher-level career, and be strategic to enhance PSC’s operational competencies.

Responsibilities

  • Embrace PSC’s mission and support PSC’s transitional employment model to remove employment barriers, embracing it by providing individual support to staff to help them grow in their careers

Operation Management

  • Manage daily operations and PSC contracts.
  • Work on an on-going basis with other PSC staff to develop and implement strategies that will improve the capacity of PSC to transition employees to higher-level employment.
  • Provide consistent and effective guidance/direction to janitorial, maintenance and SNAP employees.
  • Deliver exceptional customer services by responding to client’s inquiries in a timely manner.
  • Develop systems and processes to ensure that scheduling and maintenance needs are addressed and operational policies are followed
  • Develop a maintenance schedule for PSC trucks and Street Sweeper. 
  • Ensure equipment such as two-way radios and smartphones are in working condition.
  • Review SNAP’s Daily Activity Report and Incident Report daily.
  • Proactively investigate and take timely actions when incidents occur.
  • Lead bi-weekly SNAP Ambassador meeting
  • Represent the organization to the public and foster a good image to clients and supporters; communicate with City officials and/or community stakeholders if needed.

Employee Management and Development 

  • Create a work environment that fosters teamwork, personal growth, confidence, and success. Supervise, mentor, motivate and develop staff in a team-based approach.
  • Elevate job readiness skills level of the employees and transition them to a higher-level career.
  • Ensure employees comply with PSC’s standards, policies and procedures, as well as best practices. 
  • Develop and enforce a safety protocol and practices.
  • Promote continuous improvement atmosphere and encourage suggestions
  • Be a role model to promote ethical behavior.

Administrative and Financial Management

  • Work with the Director of Social Enterprise on PSC’s annual budget. 
  • Manage monthly budget and explain expense discrepancies.
  • Submit work orders to the Accounting Manager for processing.
  • Approve all administration regarding employee compensation 

Qualifications

  • Demonstrated ability to supervise staff in scattered location
  • Experience successfully supervising employees with employment barriers such as formerly homeless or incarcerated
  • Experience managing contracts in maintenance, janitorial, and landscaping
  • Strong analytical, problem solving, decision-making, time management and organizational skills
  • Must be available after hours and on-call to resolve urgent issues with onsite Assistant Manager
  • Must be computer literate in MS Office (Word and/or Excel) or similar software 
  • Valid California driver’s license required and access to reliable transportation 
  • Experience in a nonprofit, or socially responsible organization preferred
  • Bilingual English/Spanish or English/Asian language(s) preferred

Essential Functions

  • Regularly required to operate standard office equipment (personal computer, Photocopy machine, adding machine, fax machine, etc.).   
  • Must have the ability to work on a computer up to 6 hours a day. Regularly required to use hands to operate computer and other office equipment. Close vision required for computer usage.  
  • May be required to perform physical work including maintenance and janitorial. 
  • Work will be primarily located in a standard office environment without unpleasant or hazardous conditions. Work entails typical physical demands involved in office work.
