Your opportunity at a glanceThe WSLCB Information Technology Services Division is announcing an exciting opportunity for an IT Policy & Planning- Journey position at Olympia, WA. This position reports to the Chief Information Officer (CIO) in the WSLCB’s Information Technology Services Division (ITSD).
Technology Business Management (TBM) is a collaborative value management framework that helps business align IT initiatives with overall business goals. The Technology Business Management Analyst (TBMA) position serves as a subject matter expert and consultant on industry best practices in IT service management and delivery capabilities.
The main purpose of this role is to position agency leadership with the knowledge and information needed to manage and communicate the cost, quality and value of IT services. This position focuses on performance and compliance in technology vendor management, software asset management and overall operational excellence through data analysis and results reporting against defined metrics designed to measure progress against strategic technology goals and objectives. This position drives process improvement efforts and works closely with technical teams to ensure our processes remain aligned with the evolving needs of the organization and its customers.

Duties
- Some of the duties you will perform are:
- Manage the agency Technology Business Management (TBM) program in accordance with state/agency TBM policies and standards.
- Participate in quarterly OCIO TBM meetings, Apptio user groups, and events to build and maintain a TBM support network and exchange knowledge based on shared experience.
- Serve as a subject matter expert in state/agency policies and procedures that govern technology portfolio management.
- Document and maintain TBM processes and procedures used to identify, compile, configure and upload technology spend and portfolio investment data to Apptio.
- Develop and maintain TBM training materials for both technical and non-technical stakeholders.
- Identify source data needed to support the configuration, tracking and reporting of technology costs across the enterprise ensuring alignment with business services.
- Maintain data mapping files in accordance with OCIO’s published taxonomy and update calendar to ensure Apptio dashboard reporting metrics are current, including, but not limited to cost source, labor and non-labor used to derive application total cost of ownership.
- Build complex ad-hoc reports using a variety of analytical tools and methodologies to monitor and report trends against performance benchmarks related to technology spend and portfolio investments.
- Monitor AFRS data on a monthly basis to ensure that technology specific accounting objects, sub-objects, sub-sub-objects and project codes accurately identify IT expenditures across the enterprise. Work collaboratively with WSLCB Finance to resolve any discrepancies.
- Manage the 3-Year Microsoft Enterprise Licensing Agreement including contract amendments, renewals, and annual true-ups if/when required.
- Monitor Microsoft licensing usage and leverage results to ensure adequate license coverage for host environments, applications and agency end users. Coordinate with Microsoft 3rd Party Resellers as necessary to procure additional licenses if/when required.
- Administer agency Azure accounts and partner with Microsoft as needed to resolve account access issues.
- Establish key performance indicators (KPIs) to measure, monitor and report division compliance with state/agency technology policies and procedures as well as overall performance against IT strategic goals and objectives.
- Coordinate WSLCB’s annual OCIO policy compliance exercise to ensure completeness, accuracy and timely action is taken, including the submission of OCIO policy waivers where necessary.
- Serve as an IT policy subject matter expert and provide guidance and direction to agency staff on policy requirements as well as risks and issues introduced to the agency as a result of non-compliance.
- Serve as the IT point of contact for the WSLCB Legislative Relations Office on matters pertaining to bill analyses, fiscal notes, legislative hearings, and legislative reports.
- Monitor bill status throughout legislative session and take timely action on distributing amended versions of bills to ensure that revised bill language is re-evaluated for potential technology impact.

Qualifications
- Required Qualifications:
Comparable combination of education and experience.
An Associate’s degree in information technology, data science, technology portfolio management, business/public administration, general accounting, or other closely related field.
AND
Three years of progressive experience conducting research and analyzing technology policies, laws, rules or regulations.
AND
Working level knowledge and progressive experience in:
- Developing and maintaining large technology budget spend plans.
- Information technology portfolio management.
- Working collaboratively with staff at all levels, including senior and executive level management.
- identifying, understanding and resolving complex problems.
- In independently managing workload priorities and procedural deadlines with little or no supervisory oversight.
- In understanding agency applications, information systems, hosting environments and resources through self-directed activities.
- Of information technology service management and change management best practices and methodologies.
- Of Technology Business Management (TBM) statutes, policies, standards and processes.
Preferred/Desired Qualifications:
- Apptio data mapping and reporting.
- Working level knowledge and experience using WA State financial applications including AFRS, SAP and Enterprise Reporting.
- Working level knowledge and experience with WA State contracts and procurement.
- Working level knowledge and experience in WA State budget and legislative processes and procedures.
