Duties

Responsibilities:

  • Understand customer’s application requirements, IT, business priorities, and success measures to design and develop solutions to deliver end-to-end systems and experiences.
  • Develop & Deliver professional level software applications and maintenance for ETS in-house/COTS and SaaS systems. Optimize, enhance and fix issues with existing applications and improving system performance & capacity.
  • Develops applications using current agency supported technologies, development languages and standards for programming, security and accessibility. Technologies including but not limited to Visual Studio, C#, JavaScript, ASP.NET, MVC, or similar high level languages, frameworks and tools.
  • Full-stack web development including experience including work with diverse open-source database technologies, backend frameworks, and frontend frameworks. Building responsive web experiences that look great across multiple devices and browsers.
  • Lead designing the applications that will be migrated to the cloud.
  • Help and equip other team members with the skills to migrate the applications to the cloud.
  • Support, maintain and enhance database systems and develop reports that will be used to make determinations by agency users, management, and stakeholders on how systems should function moving forward, and if we are getting all of the information from them that they need.
  • Build Reports using tools like SSRS, Power BI, or similar tools.
  • Implement efficient DevOps practices using Microsoft Azure DevOps tools. Contribute toward building and maintaining Source Control, Code review system, Build System and delivery pipeline for continuous improvement and continuous delivery (CI/CD pipeline) and automating unit test framework.
  • Supporting products and services, has a strong knowledge on Cloud technologies, a working experience on manageability of Cloud resources, environments, cost, security and compliance.
  • Drive and coach others through design reviews, code reviews, and test case reviews.
  • Write clean well thought out design and code with an emphasis on quality, simplicity, and maintainability, along with the ability to mentor others to do the same
  • Active contribution to creating and maintaining of Infrastructure using optimized resources, proactive monitoring and support.
  •  Responsible for understanding and adapting to new technologies, tools, methods and processes from industry.
  •  Influence the team for right design and technology implementation & give future Architectural direction.
  •  Active role in planning sprint activities and releases.
  •  Works with other ETS teams, including Business Analyst, Desktop Support, Infrastructure and other business owners that oversees all the applications for several or more agencies throughout the State of Washington
  •  Follow the engineering standards set by ETS Software engineering and Data Intelligence team.
  •  Demonstrate technical passion, terrific problem-solving skills, and the ability to work independently

 

Qualifications

Required:

Eight (8) years of information technology experience such as analyzing, designing, installing, maintaining or programming computer software or web applications, data, systems analysis and software testing;

AND

  • Eight (8) year of experience developing and enhancing applications using Visual Studio, C#, ASP.Net, Javascript OR similar high-level languages and tools.
  • Four (4) years of experience developing web applications using HTML, CSS, JavaScript, ASP.NET, MVC, Angular, or similar framework and technologies.
  • Four (4) years of experience testing or overseeing testing of applications.
  • Two (2) years of experience performing data analysis via SQL querying.
  • Two (2) years of experience using Microsoft Office Suite.

Please note:  experience may be concurrent

OR 

An Associate’s degree OR equivalent two (2) years of vocational training in a technical field AND Two (2) years of demonstrated experience in relevant Business Analysis, Programming or Software Testing.

AND

  • Seven (7) years of experience developing and enhancing applications using Visual Studio, C#, VB.Net, ASP.Net, Javascript or similar high level languages and tools.
  • Seven (7) years of experience developing web applications using HTML, CSS, JavaScript, ASP.NET, MVC, Angular, or similar framework and technologies.
  • Seven (7) years of experience testing or overseeing testing of applications.
  • Five (5) years of experience performing data analysis via SQL querying.
  • Three (3) years of experience using Microsoft Office Suite or similar product.

OR 

Bachelor’s degree in computer science, Information Systems or related technical discipline. AND One (1) year of demonstrated experience in relevant Business Analysis, Programming OR Software Testing.

AND

  • Five (5) years of experience developing and enhancing applications using Visual Studio, C#, VB.Net, ASP.Net, Javascript or similar high level languages and tools.
  • Five (5) years of experience developing web applications using HTML, CSS, JavaScript, ASP.NET, MVC, Angular, or similar framework and technologies.
  • Five (5) years of experience testing or overseeing testing of applications.
  • Three (3) years of experience performing data analysis via SQL querying.
  • Three (3) years of experience using Microsoft Office Suite or similar product.

Please note:  experience may be concurrent

Desirable/Preferred:

Master’s degree in computer science, Information Systems or related technical/business discipline

AND

  • Two (2) years of experience developing and enhancing applications using Visual Studio, C#, VB.Net, ASP.Net;
  • Two (2) years of experience developing web applications using HTML, CSS, JavaScript, ASP.NET.
  • Two (2) years of experience testing or overseeing testing of applications.
  • Two (2) years of experience performing data analysis via SQL querying.
  • Two (2) years of experience using Microsoft Office Suite.
