Full-Time Human Resource Generalist
Job Description
The City of Worcester seeks qualified candidates for the position of Human Resource Generalist for the Department of Human Resources. Under the direction of the Director of Labor Relations, the position is responsible for providing a wide range of administrative duties related to the overall function of the Labor Relations Division, as well as provide support as necessary to other Human Resources Divisions. The employee will provide information and assistance to City staff and the public regarding Human Resources activities, processes, policies, and procedures.

ESSENTIAL ELEMENTS:
- Support the Labor Relations staff on workers’ compensation (WC) and Injured on Duty (IOD) claim administration.
- Liaison for claims management with the City’s Third-Party Administrator (TPA) to assist with weekly manage claim demands, funding, and processing as needed with TPA, monthly maintenance of charges and applicable interdepartmental charges.
- Process weekly WC payroll and provide notice of WC benefits to employees and City departments.
- Assist in the handling of documents for WC, IOD, accommodation requests, and disability retirements.
- Handle all documents regarding confidential terminations obtaining necessary signatures
- Assist the Human Resources management team with related work projects as needed.
- Process requests received from the Department of Unemployment Assistant and liaise with the City’s TPA for Unemployment Claim Management.
- Research, compile, and analyze data for special projects and reports.
- Provide information and assistance to City employees and the public regarding human resources activities, processes, policies, and procedures.
- Participate in workplace investigations, as necessary.
- Assist with processing general payroll changes and complete Human Resources and other City payroll as necessary.
- Provide support to the front-office as necessary.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Familiarity of public administration, civil service law, compensation, payroll programs and procedures,
- Ability to interpret and explain verbally and in writing information, polices, and procedures to employees and other City departments.

MINIMUM REQUIREMENTS:
- Associate degree in Public or Business Administration, Human Resources, Accounting, or related field, OR
- An equivalent combination of education, training and one (1) year of experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above-mentioned requirements
- One (1) year of experience working in an administrative environment
- Excellent written and verbal communications skills.
PREFERRED QUALIFICATIONS:
- Two (2) years of experience with claim management or with workers’ compensation management
- One (1) year of experience with analyzing and reporting data
- One (1) year of experience with Unemployment claims management
- One (1) year of experience with drafting correspondence
- One (1) year of experience with processing payroll
- One (1) year of experience with financial computations
- Experience with the Workday platform
SALARY RANGE: $27.54 – $33.39 hourly, full-time, with an excellent benefits package.
