Job Description
- Manage NCDOT HR’s Classification and Compensation team.
- Plan, coordinate, and establish policies/procedures/work priorities/deadlines.
- Work with NCDOT managers in interpreting and applying personnel and NCDOT policies in complex, sensitive, and new situations.
- Delegate work and decide who leads assigned studies and projects. Balance workloads among your team.
- Provide short- and long-term planning to ensure that Classification and Compensation team goals are met and the Operations team mission is achieved.
- Assess resource needs, identify gaps, find solutions, and prioritize project schedules for organizational, equity, alternative pay, and labor market studies.
- Assign staff to lead projects.
- Identify career development needs opportunities of staff and ensure staff receive necessary training for them to succeed.
- Develop new methods and innovative approaches for Classification and Compensation work and decide how best to utilize to carry out unit mission, develop a customer service methodology, and ensure that it is carried out by staff.
- Establish professional relationships with management to ensure the Classification and Compensation unit is providing effective and efficient services.
- Serve as Classification & Compensation liaison with the Office of State Human Resources, other state agencies, and HR sections.
- Lead special projects and assignments as directed by the Deputy HR Director and HR Director, including representing NCDOT on committees and at meetings and provide advice on how to proceed with human resources matters.
- Ensure compliance with HR regulations and statutory requirements.
- Provide consultation to NCDOT management relating to their HR management needs and address their problems, concerns, and issues for a wide variety of occupational areas.
- Independently meet with directors, managers, and supervisors to discuss, provide assistance, and help interpret new/revised state and federal personnel policies and procedures.
- Demonstrated ability exercising judgment and discretion applying and interpreting personnel and departmental guidelines in complex, sensitive, or new situations.
- Demonstrated leadership skills planning, prioritizing, and coordinating work priorities and deadlines.
- Extensive knowledge of personnel and management practices, procedures, and state/federal personnel policies.
- Extensive knowledge of Federal/State laws relating to Human Resources & Classification and Compensation.
- Demonstrated ability providing short and long term goals and implementing programs/projects.
- Bachelor’s degree in Human Resources or related field, and
- 5+ years of relevant, and
- 2+ years in an HR leadership role; or
- The equivalent combination or education and experience.
