Cary is seeking a highly motivated and experienced GIS Administrator to join our team. The ideal candidate will be responsible for co-managing the ESRI software suite and supporting geospatial data management, spatial analysis, Feature Service management, and reporting for various departments within the town. The candidate must have a strong background in enterprise data management, public safety, and geoprocessing using Python and FME, and must be able to work collaboratively with a diverse group of stakeholders and staff across the organization.

Anticipated Hiring Range: $110,000 – $118,000

Typical Tasks:
  • Enterprise Data Management and Versioning: Effectively deploy and administer tools to maintain data quality using authoritative datasets and branch versioning best practices.
  • Data Availability: using ArcGIS enterprise, configure and optimize Feature Services and build applications using ArcGIS tools.
  • Support, Upgrades and Maintenance: provide tier 2 level support for deployed GIS applications.  Ensure infrastructure is maintained, monitored and upgraded.
  • User Education: Develop and maintain documentation, user guides, and training materials for GIS software and tools.  Provide technical expertise and support to internal and external customers in the use of GIS software and tools.
  • Solution Development and Collaboration: Support the geospatial data management needs of various departments within the town, including maintaining and updating GIS data, maps, and applications.  Work collaboratively with stakeholders to identify and implement GIS solutions that improve process, timeliness, and data quality.
  • Public Safety Focus: Maintain, Prepare and Load GIS data for critical public safety systems, ensuring accuracy and timeliness using Central Square One Solution MapSet Conversion process. Develop GIS data sharing and validation processes with surrounding public safety partners. Works with Public Safety IT Manager to develop and maintain GIS practices and processes to ensure accurate, up to date, and validated data is present within Production, Training, and Offline CAD systems.
  • Security and Compliance: Manage and administer GIS data security, backup, and recovery procedures.  Manage role-based access controls. Integrate with infrastructure authentication systems (e.g., Active Directory, Okta Single Sign On).
  • Performs other job-related tasks as required.
Knowledge, Skills and Abilities:
  • Advanced proficiency in ArcGIS Pro, ArcGIS Enterprise (Portal, Hosting Server, ArcGIS Server Services), ArcGIS Online.
  • Advanced Proficiency with SQL Server (queries, views, joins, spatial SQL).
  • Considerable experience with Branch Versioning.
  • Considerable experience with enterprise geodatabases.
  • Considerable experience with Feature Service configuration and optimization.
  • Considerable experience with Python using ArcPy and the ArcGIS API libraries.
  • Understanding of Editing workflows and data synchronization.
  • Considerable knowledge of application documentation, maintenance, troubleshooting, and support; strong interpersonal, organizational, and communication skills.
  • Considerable skill in communication technical ideas clearly and translating user information requirements for effective system use.
  • Ability to understand business requirements and needs and translate to technical solutions.
  • Ability to model spatial data including network modeling and/or complex spatial analysis.
  • Ability to work from general direction to develop detailed solutions.
Minimum and Preferred Qualifications:

Requires any combination of education and experience equivalent to graduation from a four-year college or university with a bachelor’s degree in business, GIS, computer science, or IT related field, and extensive experience administering ArcGIS Enterprise (Portal, Server, services, security, upgrades). Candidate must also have considerable experience in the following:

  • Managing projects and complex software applications including web-based applications.
  • Working in a government GIS environment across local, state, or federal agencies.
  • Supporting Public Safety Operations (Police/Fire/EMS/9-1-1/EM) where including ICS/NIMS workflows.
  • Maintaining authoritative public safety datasets such as address points, road centerlines, and jurisdictional boundaries

PREFERRED QUALIFICATIONS

  • Considerable experience working with NG9-1-1 GIS standards, validation, or data provisioning
  • Considerable experience integrating GIS with CAD, RMS, AVL, or real-time dashboards
  • Considerable experience with Real Time dashboards and alerts using ArcGIS Velocity.
  • Considerable experience building and maintaining automated integrations and ETL processes supporting data and business processes.

PHYSICAL REQUIREMENTS:

An employee must be able to talk and hear and must have the visual acuity necessary to view handwritten and typewritten materials and to view a computer screen. Some manual dexterity in the hands to operate a computer is required.

SPECIAL REQUIREMENTS:

  • Requires possession of a valid driver’s license with acceptable driving record.
  • Requires drug testing and background check (which may include criminal history check, SBI finger printing, motor vehicle records check, education verification and credit history review) and satisfactory reference checks prior to employment.
  • Must be eligible for and able to maintain CJIS access and certification.
  • Participation in emergency response activities is required.
