Job Description
- Ensure that federally-listed Threatened and Endangered (T&E) species associated with transportation projects are properly accounted for and that any impacts to those resources are avoided or minimized or appropriately mitigated.
- Assume responsibility for tasks associated with our Biological Surveys Group Terrestrial Program, including:
- Concurrence and coordination through informal and formal consultations.
- US Forest Service project coordination.
- Database management for bat structure surveys.
- Submerged aquatic vegetation project coordination.
- Tracking projects that require programmatic consultation payments for bats.
- Preparing letters for NCWRC payments.
- Consultant oversight, coordination, and contract management.
- Perform field work (potentially with overnight travel), including habitat assessments (day work), and mist netting (night work).
- Direct consultants’ work.
- Assist engineers and management with complex environmental issues related to critical transportation decisions.
- Provide environmental document reviews, assistance, training, and guidance to internal and private sector staff on NCDOT processes and protocols related to state/federal regulations and guidelines.
- Knowledge of techniques and methods used in conducting ecological field inventories, biological habitat assessments, protected species surveys, and related consultations.
- Knowledge of federal/state environmental laws and regulatory requirements, such as the Endangered Species Act, NEPA/SEPA, and Clean Water Act.
- Computer experience with programming languages, writing scripts, running statistical analysis in relational databases, using ESRI ArcGIS Software, ArcGIS Online, or other web mapping services, and Survey 123.
- Experience solving problems, resolving conflicts, applying critical thinking to complex environmental issues, and effectively communicating complex and technical information in writing and verbally to audiences.
- Bachelor’s degree in agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum and
- 2+ years of relevant experience, or
- An equivalent combination of education and experience.
