The Challenge
We are hiring an Environmental Program Consultant to join our Environmental Coordination and Permitting Group (ECAP) team that:
    • Ensures that all federal/state environmental laws/regulations are followed in NCDOT transportation studies and all necessary environmental permits are applied for and received to ensure NCDOT project are delivered on schedule.
    • Adheres to avoidance and minimization guidelines and mitigating unavoidable impacts.
    • Makes sure that all natural resources associated with transportation projects are properly accounted for and all environmental permits are acquired.
In this role, you will:
    • Serve as a technical expert for natural resources evaluation and permitting for NCDOT and ensure our compliance with all laws, rules, regulations, and policies related to natural resource evaluations and permitting.
    • Ensure that the natural resources associated with transportation projects are properly accounted for and that any impacts to those resources are avoided, minimized, or mitigated.
    • Lead the acquisition of all environmental permits to enable highly complex projects to be constructed.
    • Assist junior staff and lead trainings to ensure staff are current with state/federal regulations/guidelines and are using the latest scientific information and protocols.
    • Coordinate with Private Engineering Firms (PEFs) and evaluate their work for completeness/technical accuracy, review and approve scopes of work, estimate labor and costs, negotiate fees, and process invoices.
    • Plan, schedule, assign, track, and report work tasks.
    • Participate in project team meetings.
    • Coordinate with project teams and NCDOT Divisions to ensure natural resource investigations are conducted in compliance with applicable laws, NCDOT policy, and in keeping with project schedules.
    • Work very independently while interacting with engineers, project managers, and regulatory agencies to collect, evaluate, analyze, and tabulate data for inclusion in project environmental documents and permits.
 
What You Bring
    • Knowledge of the principles of natural science and environmental science related to transportation planning and environmental assessment.
    • Thorough knowledge of wetland systems, biological communities, and the relationship of highways/highway development to streams and wildlife.
    • Knowledge of federal/state environmental laws and regulatory requirements – NEPA/SEPA, Clean Water Act, Endangered Species Act, and Coastal Area Management Act (CAMA).
    • Familiarity with the techniques and methods used in conducting ecological field inventories, stream delineations, wetland delineations, and protected species surveys.
    • Computer skills in Microsoft Office, ArcMap, and MicroStation (or similar mapping and CAD software).
    • Problem solving experience.
    • Conflict resolution skills.
    • Ability to apply critical thinking to complex environmental issues.
    • Excellent verbal and written communication skills to convey complex technical information to a variety of audiences.
Education & Experience
    • Master’s degree in agricultural, biological, engineering, environmental or natural resource sciences, or a closely related curriculum, and
    • 3+ years of relevant environmental experience; or
    • An equivalent combination of education and experience.

    •  Though you will be assigned to the ECAP Eastern Region, you may work on projects across NC.
