NEW HIGHER SALARY: $41,429 – $72,500
The Challenge
We are looking for an experienced Engineering Technician to join District 1 Engineer’s Office team.
 
In this role you will:
    • Serve as our lead project inspector supporting engineers in the administration of complex highway construction projects.
    • Monitor contractor’s daily operations and perform/review test reports completed by other technicians to ensure that all work and materials conform to specifications, plans, and contractual provisions.
    • Ensure adequate inspection for all phases of work.
    • Ensure proper materials sampling and testing is conducted, all technicians are properly certified, and all materials are tracked so federal funding can be reimbursed.
    • Supervise and train junior technicians, including NCDOT employees and contract construction inspectors.
    • Supervise inspectors providing Construction Engineering and Inspection (CEI) services on large projects. This includes daily staff supervision and project task assignments.
    • Resolve daily constructability issues and troubleshoot problems to mitigate delays to contractor’s progress.    
    • Monitor utility relocation efforts by inspecting and tracking relocation work.
    • Anticipate contract problems and advise supervisor of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered product.
    • Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract Disadvantaged Business Enterprise (DBE) requirements.
    • Ensure NC Sedimentation and Pollution Control Act compliance and that all work performed in permitted areas is done in accordance with the permits.
    • Effectively communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays while maximizing project progress.
    • Serve as project traffic control coordinator by inspecting materials, evaluating device placements, and monitoring traffic control operations to ensure compliance with all contract requirements.
    • Authorize/recommend changes in the Traffic Control Plan to ensure operation of traffic and protection of construction employees.
    • Work with counties, municipalities, contractors, and field support staff as the permitting technician to establish compliance with applicable engineering standards and guidelines.
    • Review plans for subdivisions, utility installations, roadway improvements, and prepare cost estimates.
    • Process permits, including driveway, utility/non-utility encroachment agreements, road additions/abandonments, and other records/reports.
    • Interact with local governmental agencies, utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures.
    • Answer questions and address public complaints by phone, written correspondence, and in person.
    • Represent NCDOT in contact with the public, other governmental agencies, and utility companies to inform them of the NCDOT’s plans to respond to complaints/questions and coordinate our activities with NCDOT and the contractors.
    • Coordinate work with private developers, contractors, subcontractors, and state staff to promote good relations and expedite work performance.
 
What You Bring
    • Skills analyzing and interpreting highway construction plans.
    • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
    • Customer service experience solving problems involving explaining complicated engineering concepts to various stakeholder groups.
    • Experience applying engineering concepts to solve complex problems.
    • Computer skills using Microsoft Office and CAD drafting software.
    • Excellent communications skills to establish and maintain positive communication between other technicians, engineers, contractors, and the public.  Skills to effectively communicate in a clear, concise, organized, and persuasive manner.
    • Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, and traversing rough terrain in evaluating highway construction.
    • Agility to perform moderate physical activity including walking, climbing, balancing, kneeling, and standing.
    • Strength to lift 50 pounds.
    • Ability to work nights and weekends as required on assigned projects within the Division.
    • Mindset to apply a safety philosophy and program to all operations.
  
Management Prefers
    • Candidates with a Class “C” Driver’s license.
 
Education and Experience
    • Associate’s degree in Engineering Technology, Survey Technology or a related field, and
    • 3+ years of relevant technician experience; or
    • An equivalent combination of education and experience.
