Job Description
- Lead the day-to-day activities and tasks for multidisciplinary teams delivering projects from preconstruction to construction, including project development, environmental analysis, planning, and design.
- Manage multi-disciplinary teams to develop, implement, and deliver alternative contracts such as Express Design-Build Bridges, Sponsorship, CM/GC projects, and Public Private Partnerships during the pre-construction phase to ensure projects are delivered on schedule, within scope, according to the project budget, and that deliverables meet quality expectations.
- Establish and maintain overall project schedules and ensure the let schedule is maintained.
- Establish project budgets ensuring that each project is planned and designed to meet both the preconstruction and construction budgets.
- Lead risk management to provide cost-effective and efficient delivery of priority projects.
- Communicate with team members to expedite completion of critical tasks, document environmental decisions, complete designs, and ensure deliverables are in compliance with all federal/state laws, rules, regulatory actions, policies, and procedures.
- Request technical deviations and exceptions to advance projects.
- Provide oversight to private engineering firms (PEF), administer PEF contracts, review and process invoices, make recommendations to the Project Engineer and provide feedback on consultant performance.
- Experience overseeing and managing complex transportation projects and developing/managing project scope, schedule, budget, quality, and project risks.
- Excellent communication skills to explain complex environmental and engineering concepts and related facts in a clear and organized manner to internal and external customers.
- Experience managing and directing project management staff, leading multi-disciplinary teams, promoting teamwork, and fostering communication with senior leadership, stakeholders, the public, and among project team members.
- Knowledge of professional civil engineering principles and practices related to Highway Design with an emphasis on project planning, environmental studies and analysis, project design, and construction and maintenance methods as they apply to the Project Delivery Process.
- Experience overseeing the work of PEFs, administering PEF contracts, processing invoices, and providing feedback on consultant performance.
- Bachelor’s degree in engineering, and
- 4+ years of relevant experience; or
- An equivalent combination of education and experience.
- We may require you to be registered as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
