CITY OF BERKELEY, CALIFORNIA

HR DEPARTMENT

ANNUAL SALARY: $168,750 – $231,982 DOE/DOQ

 

The City of Berkeley is seeking a Director of Human Resources (HR Director) to oversee the activities of the City’s HR Department. These activities include administration of the City’s merit system, the equal employment opportunity and diversity program, classification and salary administration, labor relations and negotiations, employee development, employee relations, workers’ compensation, benefits and risk management, and employee records maintenance. Other areas of their oversight include the development of personnel policies and procedures and assisting and advising departments on personnel issues. THE JOB

The Director of Human Resources (HR Director) will oversee the activities of the HR Department, including administration of the City’s merit system, the equal employment opportunity and diversity program, classification, and salary administration, labor relations and negotiations, employee development, employee relations, workers’ compensation, benefits and risk management, employee records maintenance, the development of personnel policies and procedures, and assisting and advising departments on personnel problems. They will report to the City Manager while overseeing a $5 million department budget and 22 talented HR staff. The HR Director will serve as a respectable representative for the City, as they regularly meet with labor groups, elected officials, constituents, and other regional municipal partners and state representatives. They will develop solutions to evolve the Department to meet the needs of the current and future workforce, while working to cultivate teamwork and create a workforce planning reporting system to ensure HR is operating more efficient and effectively.

 

THE IDEAL CANDIDATE

The ideal candidate will be a talented leader and strategic business partner to the elected, appointed, and executive leadership team. They will be an experienced HR generalist in either the public or private sector and ideally have experience working with unions. They will be affective at balancing a large workload, while continuing to develop a department and city-wide positive work environment and purposeful culture. Keeping up morale during a time where people are doing more is key and creating an enjoyable and rewarding work environment is required. Demonstrating emotional intelligence, political savvy, and professionalism is critical to the success of this role, as well as a desire to meet customers’ needs, with a desire to get to “yes,” while also establishing healthy business boundaries. The successful candidate will possess exemplary writing and verbal communication skills and have a history of finding creative, out-of-the-box solutions. Understanding the importance of safety in the work environment and being adaptable to change is critical, as is a deep knowledge of diversity, equity, inclusion, and belonging (DEI&B) in all business practices and cultural work and fostering a welcoming work environment.

 

EMPLOYMENT STANDARDS:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the knowledge, skills, and abilities would be:

 

  • Equivalent to graduation from a four-year college with major course work in business or public administration, employee relations, industrial psychology, or a closely related field
  • 8 years’ experience in various areas of the personnel function, including labor relations of which at least 4 years have included supervision of a professional staff
  • Possession of a valid California driver’s license and a satisfactory driving record; Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities

Desired

  • An appropriate advanced degree, and experience in a public setting

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

 

COMPENSATION AND BENEFITS:

The annual salary for Human Resources Director is $168,750 – $231,982 DOE/DOQ, plus a generous benefits package.
