The Development Review Manager performs complex and difficult professional planning, development and inspections-related work serving as a liaison between the business community, developers, customers, and the Town of Cary.  Work requires coordinating the workload and output of Cary’s Development Review Committee, explaining processes to customers, and identifying and implementing understandable and customer-friendly solutions.  Work requires a very high set of facilitation, customer service, and process improvement skills as well as a high degree of technical knowledge in the planning and inspections fields.

Work is performed under the general supervision of the Assistant Development Director. This position will exercise supervision over several division personnel.

TYPICAL TASKS:

  • Coordinates division work with other Cary departments and staff;
  • Manages and coordinates the Development Review Committee (DRC) process for review and approval of development project submissions; rezoning applications, zoning conditions, and documentation for compliance with Cary ordinances, policies and procedures; addresses comments arising out of discussions in DRC;
  • Facilitates meetings with applicants and/or development teams in DRC pre-application conferences to discuss Cary’s construction plan approval process and the requirements for completing development projects; assists developers, contractors and others with information on the development process; advises on permitting requirements;
  • Designs and implements comprehensive policies and procedures to provide timely responsive and accurate service to the architecture, engineering, development, construction and building community;
  • Manages the pace of reviews for timeliness and communicates with DRC members regarding their reviews; communicates with applicants regarding questions and schedules; establishes development-related priorities; and tracks projects;
  • Serves as a liaison between the development community and Cary on assigned development-related projects;
  • Consults with the public, contractors, design professionals, homeowners, elected officials and other staff regarding interpretations of Cary ordinances, state building codes, development plan reviews, application processes and permitting and inspections procedures;
  • Communicates with various individuals and groups about policies, procedures, and complex issues in a diplomatic and professional manner;
  • Provides research and input into the creation or revision of ordinances;
    Manages communications/web content including updating/maintaining the division’s webpages, forms, and applications;
  • Coordinates with all Cary departments and outside agencies to provide efficient and effective responses to customer concerns in a timely manner;
  • Maintains a comprehensive activity log of assigned projects and Cary communications associated with the assigned projects;
  • Facilitates meetings with plan reviewers and field inspection staff as needed to discuss issues that must be addressed in the plan review process;
  • Performs other job-related tasks as required; and
    Attends monthly night meeting for the Zoning Board of Adjustment (ZBOA).

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of the philosophies, principles, practices and techniques of land use planning, planning research, zoning and inspections;
  • Thorough knowledge of municipal planning; thorough knowledge of the development process required of each Cary department and of outside agencies;
  • Thorough knowledge of regulations associated with the development process especially in the area of building code and Cary’s Land Development Ordinance (LDO);
  • Ability to communicate effectively with the public, contractors, design professionals, property owners, elected officials, other Town staff and outside agencies;
  • Ability to perform comprehensive property research on a wide variety of development options;
  • Ability to coordinate with other Cary departments;
  • Ability to utilize geographic information systems (GIS);
  • Ability to prepare and deliver public presentations;
  • Ability to establish and maintain effective working relationships with associates, municipal officials, representatives of other agencies, and the public.

MINIMUM AND PREFERRED QUALIFICATIONS:

Education and Experience

Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in planning, construction management, or related field. Considerable experience in the planning and/or inspections field is required. Experience with project management is preferred.

Physical Requirements

The work in this class is generally inside and sedentary. An employee must be able to talk, hear, and see. Visual acuity is necessary to read and write handwritten and typewritten materials, review and draw plans, and view a computer. Walking and driving may be required to observe on-site work in progress.

Special Requirements

Requires a valid driver’s license with an acceptable driving record.

Requires drug testing and background check (which may include criminal check, education verification and credit history review) prior to employment.
