Job Description


Prepare contracts and agreements for affordable housing developers, non-profit organizations, and other organizations receiving City of Wilmington funding for community development and housing programs.  Provide technical assistance and guidance to recipients of City funding, including city staff,  on local, state, and federal regulations and requirements associated with funding sources including CDBG and HOME.   Monitor performance in accordance with the contract terms and conditions, including reports and auditing to ensure adherence to City of Wilmington, State, and Federal regulations.

Job Duties

Conducts research and monitors changes to Federal, State, and City of Wilmington regulations, policies, and procedures impacting the City’s Community Development and Housing programs.
Maintains records and files for Community Development and Housing program contracts.

Maintains accurate and complete internal records and files and compile data from a variety of sources to prepare reports for submission to grantors and governmental agencies.

Reviews operation of outside agencies, service providers , and housing   projects to assure that appropriate services are provided to eligible participants.  Monitors performance and compliance with City, State, and Federal requirements through onsite visits, auditing records and reports.

Participates in the evaluation of applications for funding of grants and loans in accordance with the funding criteria and/or underwriting guidelines.

Provides technical assistance to outside agencies, affordable housing developers        homebuyers, renters, and fellow staff members on regulatory and record keeping requirements.

Required Qualifications

Education & Experience: 
Bachelor’s Degree or higher in Business Administration, Public Administration, Education, Social Work or a closely related field and three (3) years or more of relevant experience in government, insurance, procurement, law, real estate, or similar field.


 Associate’s Degree in Business Administration, Accounting, Legal Assistant or related field and five (5) years or more of relevant experience in government, insurance, procurement, law, real estate, or similar field.

Other Requirements:  Valid Driver’s License
