Description

 

The Department of Public Utilities (DPU) is an adjudicatory agency overseen by a three-member Commission. It is responsible for oversight of investor-owned electric power, natural gas, and water utilities in the Commonwealth. In addition, the DPU is charged with developing alternatives to traditional regulation, monitoring service quality, regulating safety in the transportation and gas pipeline areas, and the siting of energy facilities. The mission of the DPU is to ensure that consumers’ rights are protected, and that utility companies are providing the most reliable service at the lowest possible cost. The DPU oversees the public safety from transportation and gas pipeline-related accidents, and the energy facilities siting process. The DPU seeks to promote safety, security, reliability of service, affordability, equity, and greenhouse gas emission reductions.

The CFO is responsible for the finances within the Department.  The CFO is in charge of the DPU’s budgets across all funding sources including accounts payable, quality assurance/internal controls, accounts receivables for all DPU fees, fines, federal grants, and assessments, reporting and providing fiscal expertise to DPU’s Chair.  The CFO ensures that the Department is operating within budgetary limits and conforms to the Commonwealth’s fiscal policies.  The incumbent prepares the budget, ensures that procurement policies are followed, that transactions are processed accurately, and that management is kept informed on timely basis of performance as well as issues needing higher level of authority for resolution.  Internal controls monitoring includes insuring agency compliance with Office of State Comptroller (OSC) accounting practices, Commonwealth procurement practices, Administration and Finance (ANF), House Ways and Means (HWM), Senate Ways and Means (SWM) and Executive Office of Energy and Environmental Affairs (EEA) guidance.  The CFO reviews, establishes and monitors relevant procedures as necessary.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

1.           Oversee, the preparation of all agency budget submissions including annual maintenance budgets and spending plans to ensure that the budget requests will enable the DPU to carry out its statutory mission. Budget decisions are the subject of meetings with the Commissioners.

2.           Responsible for all DPU procurement as the Agency Chief Procurement Officer enforcing EO533 and acts as the DPU CommPass Administrator responsible for the Department’s use as well as timeliness, quality, completeness of information on the State’s Procurement System including both Solicitations and Contracts.  Oversees DPU’s involvement in the Supplier Diversity Program (SDP), ensures that the DPU complies with SDP policies and guidelines in its procurement and contracting to actively include minority and women owned businesses

3.           In light of budgetary and procurement responsibilities described above, signs off on all purchases after reviewing payment requests to ensure that appropriate documentation has been provided and that proposed expenditures are within the Department’s budget. Sign-off indicates that the invoice is consistent with the DPU’s goals and objectives, its resource allocation plan and that the material supporting the action is correct. The internal sign-off ensures that no financial actions are taken without the knowledge and consent of the Department.

4.           Acts as the Internal Control Officer for the DPU to ensure that operations are within the guidelines set up by the Commonwealth.

5.           Acts as the GAAP Liaison (Generally Accepted Accounting Principles) to ensure that the DPU follows the rules as set up by the Comptroller’s Office.  Submits annual reports as to the DPU’s activities.

6.           Communicates regularly with EEA’s CFO, and serves as DPU’s fiscal representative to the Secretariat IT Governance Board so that the administrative problems can be discussed and solved on an executive office level. It is important to EEA that all departments under its jurisdiction are working under the same rules.  These meetings help to create an atmosphere where these agencies can discuss and solve problems. Departments are able to point to a set of rules governing the employees in the Secretariat.

7.           In partnership with Director of Administration works with landlord to resolve problems including building security, moving equipment, leaks, access for vendors, hot cold complaints etc.

8.           CFO will serve as the IT business analyst and contact on all DPU IT project development.

9.           Coordinate and manage all IT hardware upgrades including the phone system.

10.         Manage and coordinate all hardware-related needs for DPU facilities including ADA equipment procurement, procurement and installation of security cameras, furniture, photocopiers and on site repair with Toshiba, procurement and installation of locking devices for laptops and computer equipment that is dedicated to the Conference Rooms/Hearing Rooms.

11.         Assist Department on staffing plans and fiscal related legislature duties.

12.         Overseeing and assisting Transportation and Pipeline Divisions’ federal grants including developing the new grant proposal, grant reporting, and all federal audits.

13.         Work with OSD on all surplus property issues and manage replacement of all damaged property including conducting an up to date audit of all DPU’s assets.

14.         Work with Chief of Staff and EEA HR Deputy Director to ensure that all backfills/new positions are funded and assigned to the proper account for audit purposes.

15.         Assume other related duties and projects as assigned.

PREFERRED QUALIFICATIONS

The incumbent must have significant management experience in the public sector and understand the operations of the state government and Department of Public Utilities.  The incumbent must also have extensive knowledge of the Commonwealth’s budgetary systems and fiscal policies and procedures.  Excellent communication and interpersonal skills are critical.  Problem solving abilities must also be highly developed.  Must have supervisory experience and the ability to set and meet objectives and lead others to a common goal.

The incumbent must have experience in the public sector and understand the operations of the state government.  The incumbent must also have extensive knowledge of the Commonwealth’s budgetary systems and demonstrate knowledge of Massachusetts and Federal fiscal policies and procedures.  Excellent communication and interpersonal skills are critical.  Problem solving abilities must also be highly developed, with implementing new policies and procedures.  Must have supervisory experience and the ability to set and meet objectives and lead others to a common goal.

DIRECTION, GUIDANCE AND SUPPORT RECEIVED

The Chair of the DPU and the Chief of Staff (and, for some tasks, the Commissioners) are the main source of the organization’s direction, guidance and support.  Work is also reviewed by the EEA which must approve the DPU’s budgetary actions.  The CFO meets regularly and talks often with these entities to resolve immediate problems and relies on the agency’s objectives, the budget parameters set by ANF, EEA, and the Legislature.  EEA, the OSC and ANF are constant resources.

WORKING RELATIONSHIPS

Constant communication on fiscal matters with the Chair or their designee to administer the agency’s day-to-day functions, CFO and CIO of EEA, staff at the Office of the State Comptroller, and legal and fiscal staff at ANF for budgetary issues.  Building Management and Building Security for building problems.

ADDITIONAL INFORMATION

The CFO needs to be available to all staff to answer their many questions and needs.  He/she needs to be able to work as a liaison between the Department and EEA and ANF.  Must be able to respond to emergencies in the building, be able to multi-task; going from budget to purchasing to building needs at any time.

The CFO must also understand the state’s budgetary and purchasing regulations, to ensure the agency’s compliance with each and to work creatively to gain approval for the resources the agency needs to perform its mission.

 

Qualifications

 

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

 

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

 

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

 

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
