The Challenge​​​​​​​
We are looking for an experienced Engineer to join our Guilford County Project Development team to be our Assistant Division Contract Engineer.
In this role, you will:
    • Assist our Division Contract Engineer in all functions relating to contract preparation and letting for all division-let highway project contracts, and for providing support on Central let projects.
    • Review plans, estimate quantities and project files to determine if the data contained is correct and in accordance with any planning report, technical data, and current NCDOT and FHWA policies/procedures.
    • Evaluate and critique estimates, plans, and proposals prepared and submitted by other NCDOT teams or by consultant engineering firms and municipalities/counties to ensure that they have been prepared in accordance with NCDOT policies and procedures, federal requirements, and technical data relating to each project.
    • Instruct and direct error corrections with plans, proposals, and quantity estimates.
    • Ensure appropriate cost estimates and Project Special Provisions are developed.
    • Specific contract preparation duties include reviewing plans designed by other DOT units or consultants, creating contract proposals, including proper selection or writing required special provisions and reviewing provisions submitted by other DOT units or consultants.
    • Ensure all pay items not covered by the standard specifications have a special provision explaining the work involved and the method of measurement for payment.
    • Generate/review contract quantities, formulate official engineer estimates, determine contract time, and enter data into computer systems.
    • Assist in advertising projects on division letting website.
    • Write addenda when needed, conduct bid letting process, including opening bids, reviewing bids to ensure compliance with NCDOT goals, policies and standards; and awarding/execution of contracts.
    • Manage contract documents post-letting to facilitate construction administration, including establishing Construction folders on Connect/SharePoint and populating with final bid plans, awarded contract and supporting project documentation.
    • Enter data into our server-based programs, such as APA, AWP, and Bid-X.
What You Bring
    • Significant knowledge and understanding of engineering concepts, practices, and theories used in construction project proposal development.
    • Experience maintaining effective working relationships with NCDOT staff, consultants, contractors, and public officials while managing conflicts and deadlines.
    • Experience with project development concepts and construction processes, using these skills to resolve issues and develop proposals.
    • Strong skill in organizing resources, planning, scheduling and coordinating work in order to maintain schedules.
    • Experience planning, developing, scheduling, tracking and completing projects independently or with limited supervision.
    • Customer service experience solving problems involving explaining engineering concepts to customer groups.
    • Experience assimilating large amounts of data to properly plan, prioritize, track progress, and monitor projects and programs.
    • Computer experience using SAP and Microsoft Office (Word, Excel, etc.).
    • Thorough knowledge of programming, planning, scheduling, and funding procedures.
    • Ability to safely operate a motor vehicle.

Note
    • We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
 
Education & Experience
    • Bachelors Degree in engineering, and
    • 3+ years of relevant experience; or
    • An equivalent combination of education and experience.
