In this role, you will perform complex professional, administrative and supervisory work to lead and direct the operations, planning, regulatory affairs, and overall management of the Stormwater and Floodplain Management Department. You will oversee design, engineering, and master planning for Cary’s stormwater and floodplain infrastructure. This position will assist Town leadership and other Directors in developing and carrying out the vision for Cary’s adaptive approach to stormwater and floodplain management. Supervision is exercised over management personnel who are engaged in the various operations of the department.

Work is performed under the general direction of the Assistant Town Manager and requires independent judgment, initiative, and discretion in the performance of duties.

Your Day to Day Expectations

• Provide support and assistance to the Assistant Town Manager; serve in the absence of the Assistant Town Manager;
• Create and maintain highly effective, positive working relationships with Town staff, other local governments, non-profit partners, and appropriate state and federal representatives;
• Build relationships across all town departments and relevant stakeholders to gain understanding and address related issues, concepts, plans, policy and/or procedure amendments to support stormwater and flood plain management objectives; provide technical assistance in understanding and amending operating procedures, policies, ordinances, and Standard Specifications and Details as applicable; Work to determine and clarify goals and objectives for staff and others;
• Review and consider benefits and impacts of legislative items affecting business operations and service delivery; Stay up to date on emerging regulatory policies as well as Federal, State and Local legislation and regulatory affairs;
• Represent Cary at various meetings of Council, boards, committees and professional associations; make presentations, share experience, and serve as a regional leader among our stormwater neighbors;
• Work extensively with our neighbors and stakeholders to whom Cary provides stormwater and floodplain management services; Respond to and resolves difficult and sensitive citizen concerns, complaints, and questions; Resolve disputes with contractors, vendors, and suppliers;
• Manage and operate in a dynamic, fast-paced environment with high expectations for producing work, clearly articulating expectations, holding others accountable, and listening effectively while being honest, open, and transparent;
• Oversee engineering design, standards, and master planning for Cary’s stormwater infrastructure and water resources portfolio; Oversee and manages Cary’s regulatory compliance and permitting; Manage the development of Cary’s long term Capital Improvement Plan,
• Supervise, collaborate, and review the work of department managers; provide guidance to staff on difficult decisions and citizen interactions; provide oversight for quality control of all departmental initiatives and projects; Plan, organize, and manage departmental resources to achieve departmental goals; set priorities and assign projects;
• Evaluate and manage operating and maintenance budgets; assist in the preparation and management of annual O&M budget; Analyze internal controls to ensure the highest level of reasonable safeguards are in place to manage project funding in a financially responsible manner;
• Conduct administrative functions not limited to approving requisitions and payments, reviewing and approving payroll; Mediate personnel issues and coach, train and mentor staff to attain individual potential, effective management, and operational results; conduct performance evaluations; Provide selection, training, motivation and evaluation of department personnel
• Oversee and manage existing and future programs in the stormwater department including the NPDES Stormwater permit programs, Education & Outreach, Public Involvement & Participation, Illicit Discharge Detection & Elimination, Construction Site Runoff Controls, Post-Construction Site Runoff Controls, Pollution Prevention and Good Housekeeping for Municipal Operations as well as Development Services, Capital Projects, Floodplain Management, Environmental Protection, Dams, Lakes & Ponds, and Support Services.
• Ensure that the stormwater review of development plans is thorough and that comments are clearly communicated to the applicants;
• Incorporate sustainable concepts, environmental benefits, and community values into the daily operation of Cary’s stormwater services and infrastructure;
• Oversee emergency operations planning and coordination with town wide emergency operations management;
• Perform other job-related tasks as required.

Knowledge, Skills and Abilities

• Comprehensive knowledge of the principles and practices of environmental science and civil engineering as applied to the development of stormwater and floodplain projects, including restoration of natural lands and associated engagement efforts;
• Thorough knowledge of the principles and practices of urban project delivery;
• Thorough knowledge of the operation and maintenance of stormwater infrastructure and stormwater control measures, including planning, maintaining, and regulating collection, storage and movement of stormwater and floodplain projects;
• Experienced knowledge of project management practices;
• Thorough knowledge of governmental accounting, personnel and purchasing practices;
• Ability to formulate comprehensive operational policies and procedures;
• Ability to prepare and analyze complex technical reports;
• Ability to supervise, plan and direct the work of a diverse staff;
• Ability to plan projects and prepare related designs, estimates and specifications;
• Ability to perform difficult engineering computations and to make recommendations;
• Ability to maintain effective working relationships with town officials, employees, contractors, neighboring municipalities, and the general public;
• Ability to communicate effectively, orally and in writing, and to make presentations.

What Is Required

A combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in environmental science, civil engineering, environmental engineering, construction management or a closely related field, with extensive experience in environmental science, civil design, construction, master planning, or project management, as well as considerable supervisory and management experience.

What Will Distinguish You

Preference will be given to the candidate who possess:

• Master’s Degree in civil engineering, environmental science, construction management or related field
• Considerable knowledge of stormwater and flood plain management projects and programs, including built and natural elements
• Considerable knowledge of the regulatory components of stormwater and flood plain management and the technical evaluation tools for considering mitigation techniques
• Considerable experience with building and maintaining strong community engagement and collaborative external relationships
• Ability to build and cultivate strong internal collaborative partnerships
• Experience with modeling programs, NPDES Permits and FEMA Programs
• Experience with crafting goals and objectives as well as developing strategies to meet them
• Strong written and oral communication and interpersonal skills
• Ability to maintain flexibility and comfort with uncertainty and the ability to operate in a dynamic fast-paced, innovative workplace with high expectations for producing work

Physical Requirements 
Work in this class is generally inside and sedentary, with field work as necessary. An employee must be able to move throughout Town facilities freely to perform or observe work. Field work may be required to meet with stakeholders and observe operations or construction projects. An employee must have such visual acuity as to be able to read and write handwritten and typewritten material including being able to read a computer screen. An employee in this class must be able to talk and hear in order to be able to respond to the public and other employees.

Requires drug testing and background check (which may include criminal check, education verification, and reference checks) prior to employment. Requires a valid driver’s license with an acceptable driving record.
