Access Now is a growing international human rights organization dedicated to defending and extending the digital rights of users at risk around the world, including issues of privacy, security, freedom of expression, and transparency. About the Role

As an Asia Pacific Policy Associate, you will help advance the cause of human rights in the digital age and aid in public policy discussions affecting the future of the open internet, particularly within Myanmar and the wider Southeast Asian region. The internet is perhaps at its most diverse and rapid growth in this region, with both tremendous opportunities and complex challenges when it comes to protecting and deepening human rights in the digital age.

This role will focus on policy strategy and coordination to advance our mission in Myanmar, and works closely with policy colleagues in Asia and the Pacific, other policy colleagues from across four continents, and our wider global organisation. This positions reports through our Asia Pacific Policy Director, and alongside our Asia Pacific Policy Counsel for Southeast Asia.

What You Will Do

  • Track, analyse, and produce written work engaging with ongoing digital challenges within Myanmar, relating to internet shutdowns, connectivity and telecom policy, free expression and content governance, ICT law formulation and surveillance-related privacy concerns
  • Develop external-facing analysis documents, statements, blog-posts, policy briefs and other writing on Myanmar
  • Develop and coordinate our policy positions and other policy team work product on Myanmar, in coordination with regional and global policy staff and organisation leadership
  • Build and maintain relationships, manage networks and support our partners, allies and connected stakeholders in advancing the cause of digital rights in Myanmar, including at key regional and international conventions in Southeast Asia and the wider Asia Pacific region. This responsibility will be conducted in close coordination with policy team staff working on internet shutdowns, cybersecurity, data protection, privacy and digital identity, as well as staff from other arms of the organization
  • Assist with connecting civil society, grassroots groups, public interest technologists in Myanmar and across Southeast Asia with regional and international press, international institutions, telco and technology firms, lawyers, industry bodies, and other key stakeholders impacting digital rights and technology policy issues
  • Support the work of our regional policy team in developing and deploying projects to aid with digital rights policy capacity and engagement opportunities for civil society and stakeholders in Myanmar and across Southeast Asia
  • Facilitate and organize meetings and convenings on digital rights issues in Myanmar, including coordination of translation and administratively assisting the regional policy team in organizing travel within the region where required
  • Coordinate with our advocacy team and campaigner leads on innovative and effective advocacy approaches to advance digital rights in Myanmar, including helping to design and execute relevant local language campaigns online and offline, managing relationships with the press and preparing communications products to help advance our mission in Myanmar
  • Assist the analysis and work of the Asia Pacific Policy Counsel and Policy Director across Southeast Asia on developments on privacy (data protection and surveillance reform), cybersecurity, digital identity, free expression and content governance, internet shutdowns, connectivity and telecom policy, and ICT law formulation in the region
  • Assist the analysis and work of the Asia Pacific Policy Counsel and Policy Director in developing policy guidance on law and regulatory issues concerning digital rights coming from lawmakers, regulators, and other policymakers in Myanmar and across Southeast Asia; including helping our team and allies in briefing stakeholders
  • Support the work of our regional policy team, Digital Security Helpline colleagues, RightsCon and global advocacy teams in better engaging with policy-makers, civil society, media, and other relevant communities on digital security and digital rights issues across Southeast Asia and the wider Asia Pacific region

About You

  • 2+ years of progressive experience working on Myanmar, ideally based within the country
  • Ability to meet and prioritise multiple deadlines in a fast-paced and constantly developing environment
  • Strong organizational skills and acute attention to detail
  • Accurate research and concise drafting skills
  • Proven experience in supporting, coordinating, and maintaining relationships with civil society partners and networks and other stakeholders in Myanmar
  • Proven ability to work remotely, with proven experience in securely communicating with and supporting stakeholders on the ground within a high-risk security context
  • Proven experience in working with a regional or global team and stakeholders across different countries
  • Fluency in English required, and basic to intermediate understanding of written and spoken Burmese is also required
  • Demonstrated experience with project management, particularly across countries and cultures, is strongly valued
  • Outside the current health Pandemic and related restrictions, able to travel throughout the Southeast Asia and wider Asia Pacific region

It’s very helpful if you have:

  • Experience working on technology policy and law, digital rights, digital security and activism in Myanmar
  • Previous work experience in digital rights in the Asia Pacific region, focusing on or based in Southeast Asia
  • Understanding of another Myanmar language

The Details

Location and Time Commitment

While this role is initially tied to project-based funding for between 12 and 18 months, the Organization is committed to additional development toward role continuation. This is a full-time contract position, and we anticipate employment engagement through our external professional employer organization (PEO) partner. Focus is on candidates in time zones UTC +5.5 to UTC +11 in order to work in accordance with the UTC +6.30 (MMT) time zone. The successful candidate must be eligible to work in the location in which they will be based. We will be unable to sponsor visas for this role.
