Salary Range: $47,665 – $57,896

Essential Functions and Objectives:

Administers and manages activities within a specific area of a responsibility. Serves as the subject matter expert and applies gained knowledge to execute, maintain and improve systems, programs, or processes.

Works in Strategic Sourcing to procure goods and services for various assigned groups. Performs diverse purchasing functions using current, progressive sourcing methods in compliance with District and departmental policies and procedures. Interacts with staff, vendors, and community to ensure a fair, open, and competitive acquisitions process. Manages contracts for District contractors in addition to other assigned commodities.

– Provides various support and conducts activities related to logistics, reporting, training, communications, and processes. Participates in the planning and implementation of new initiative.

– Assesses and troubleshoots escalated problems and applies expert understanding to resolve complex challenges of stakeholders; focuses on root cause identification in order to achieve systemic and sustainable improvement. Approves and documents exceptions for compliance record keeping and reporting.

– Ensures appropriate key stakeholder involvement in planning, goal-setting, and implementation to achieve buy-in of work products. Ensures purposeful, positive and professional interactions and relationships with all stakeholders; enables consistent application of work products across the district.

– Identifies opportunities for improvement, prioritizes, and recommends solutions to management. Implements approved enhancements to ensure consistency across the district. Identifies opportunities to reduce costs; analyzes available data, trends, and feedback, and ensures compliance with expectations for optimal operation and goal achievement.

– Performs necessary purchasing functions for assigned commodities for just-in-time delivery of goods and services to various schools and departments.

– Operates in Enterprise Resource Planning system (ERP) on a daily basis to process purchase orders as needed.

– Monitors vendor performance and pursues corrective actions regarding inadequacies, deficiencies, or improprieties in order to reach resolution with internal/external customers.

– Analyzes market conditions and trends which may affect pricing and availability of products/services and provides critical information to appropriate superiors.

– Maintains necessary records pertaining to solicitations, contracts, purchase orders, requests for purchase, vendor audits, etc.

– Participates in the contracting process from inception to execution, including preparing basic bid documents and reviewing and executing contracts; interfacing and communicating with departments, schools, and legal department; educating internal stakeholders about the contracting process; and obtaining necessary signatures on contracts, according to Board of Education policies.

– Establishes and maintains a database listing of all contracts, including, but not limited to the names of the parties, general terms, payment terms, and contract term.

– Conducts periodic audits and annually reviews and updates contract templates in coordination with District legal department; trains end-users accordingly.

– Attends staff development workshops, purchasing conferences, and cooperative purchasing meetings supported by the department to share and expand knowledge of various aspects of public purchasing process.

– Handles or is privy to matters related to purchasing that are confidential in nature and used in negotiations with internal and external stakeholders, including, but not limited to, private relationships, contracts, internal September 01, 2020 Version: 1 Page 3 of 4 lawsuits/litigations, and internal audit requests.

Knowledge, Experience & Other Qualifications:

– Minimum of two (2) years of experience in purchasing/contract administration, preferably in an educational environment.

– Experience working with vendors, administrators, and school staff (e.g., principals, staff) preferred.

– Experience using or working with ERP system preferred.

– Experience using purchasing tools, working with commodities, and implementing organizational purchasing policies and procedures preferred.

– Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), Accredited Purchasing Practitioner (APP) or equivalent preferred.

– Proficiency with Microsoft Office products and Google Apps and working knowledge of ERP systems.

– Effective time management and organizational skills.

– Highly effective verbal and written communication skills required.

– Ability to focus attention to detail, maintaining accuracy.

– Effectively handles multiple demands and competing deadlines.

– Ability to demonstrate accountability for entire procurement process.

– Works collaboratively with others on a team as well as with internal customers, staff, vendors, and members of the business community.

– Ability to display a sense of urgency as appropriate when working with internal/external customers.

Education Requirements:

– Bachelor’s Degree in Business or related field, or relevant work experience required.
