The Challenge
We are looking for an experienced Engineering Manager to serve as our Division 7 Project Development Engineer.
In this role, you will:
Manage and supervise an engineering-oriented, large, and multi-functional team.
Plan, evaluates, establish, and monitor department programs, goals, budgets and staffing requirements.
Review our most complex, controversial, and advanced work.
Determine project scopes and assign projects based on available staff, schedules, and types of work.
Monitor and review projects to ensure they are on schedule.
Chair and participate in committees and special task forces.
Research and evaluate new methods, techniques, and materials.
Develop and set department policy and standards for work quality and quantity.
Manage and lead teams in Project Management, Design Engineering, Planning Engineering, Bridge Program, Right of Way, Utilities, and Contract Office.
Perform advanced engineering calculations.
Provide engineering technical assistance.
Assist in our development and implementation of Division programs
Respond to inquiries from the public, NCDOT management, news media, etc., regarding NCDOT policies and procedures, division projects, plans, and proposed work.
What You Bring
Knowledge and understanding of engineering concepts, practices, and theories used in project development.
Experience planning, developing, designing, scheduling, tracking, and completing projects, independently or with minimal supervision.
Experience interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to consultants, staff, and others.
Experience making recommendations and decisions for simple to complex project development based on reviewing plans for completeness, compliance with engineering principles, standards, and design needs.
Experience supervising, motivating, counseling, and training engineers and technicians.
Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors, and staff to find acceptable solutions to infrastructure project problems.

Project management experience to manage and direct annual budget for the reporting units.
Ability to safely operate a motor vehicle.
Note
We prefer and may require registration as a Professional Engineer with the NC Board for Engineers and Surveyors.
Education and Experience
Bachelor’s degree in engineering
7+ years progressive engineering experience
4+ years of supervisory experience, or
An equivalent combination of training and experience.
