Full-Time State Roadway Design Engineer

Job Description
- Lead a team of 40 engineers and an administrator in the oversight of daily operations and administrative functions of the Roadway Design team.
- Provide technical expertise, leadership, and oversight of the development, application, adoption, and distribution of guidance, training, and program support relating to quality roadway, lighting, and electrical design.
- Manage the team’s human resources aspect and lead our team’s professional growth as they serve as technical experts collaborating on project teams delivering State Transportation Improvement Projects (STIP), Non-STIP and special projects.
- Provide oversight to ensure adherence to policies and procedures with awareness of project scope, schedules, budgets, quality, and risks.
- Promote teamwork, customer service, open communications, and empower others to ensure success for our team, the Technical Services Division, and NCDOT.
- Provide final unit approvals for all HR actions, including job posting requests, hiring and salary recommendations, position transfers, and reallocations.
- Keep current and knowledgeable of current trends, software, and developments in roadway design. Provide market intelligence to NCDOT leadership and communicate intel to staff for their use delivering complex & diverse programs/projects.
- Experience leading teams developing and applying professional engineering theories, techniques, guidelines, and practices in Roadway Design and ensuring all work adheres to local, state and federal regulations, NCDOT, and AASHTO guidelines.
- Experience anticipating, addressing, and resolving complex problems, making timely decisions and using collaboration to facilitate and enhance project delivery and organization effectiveness.
- Experience managing HR, including interviewing, filling positions, employee development, administering employees’ performance evaluations, and initiating disciplinary actions.
- Experience improving project delivery by leading teams through the development, improvement, and implementation of organizational processes, policies, and procedures.
- Experience scoping development, labor estimates, contract negotiations, progress reports, evaluating consultants, and reviewing/approving invoices.
- We may require registration as a Professional Engineer with the NC Board for Engineers and Surveyors.
- Bachelor’s degree in engineering
- 7+ years progressive engineering experience
- 4+ years of supervisory experience, or
- An equivalent combination of training and experience.
