Full-Time Engineering Technician III – Contract Administration
Job Description
- Perform reviews of final estimate assemblies on behalf of the Division for completeness and procedural compliance in accordance with NCDOT policies and procedures.
- Perform quality assurance checks of the pay record books, ticket books, As-constructed Plans, and other supporting documents for accuracy and compliance with NCDOT policies.
- Investigate and resolve any questions related to final quantity discrepancies and documentation.
- Track progress of final estimate preparation and final documentation submittals.
- Maintain familiarization with all construction reference manuals (i.e., Construction Manual, Design Manual, Roadway Standards, Materials & Tests Manual, Uniform Traffic Control Devices Manual, Policies & Procedures Manual, Record & Retention Manual) to ensure adequate knowledge of construction and administrative policies and procedures.
- Conduct Division 4 construction procedures audits, such as Commercially Useful Function (CUF) reviews, Disadvantaged Business Enterprise (DBE) tracking, Subcontractor Approval Form (SAF) reviews, payroll reviews, daily inspection reports, weekly project summaries, material discrepancies, technician assessments, etc. in HiCAMS and Construction Team Site to ensure proper documentation and compliance.
- Provide technical support for Division staff on HiCAMS and Construction Team Sites.
- Assist with Division Locally-Administered Projects (LAPs) performing record reviews and providing guidance to municipalities to ensure compliance with policies and procedures.
- Track Project Guarantees and Construction Quality Indices for Division projects to ensure adherence.
- Document meeting minutes and attend technical and contract administration training.
- Assist with administering the Construction Engineering & Inspection (CEI) program for the Division by reviewing labor estimates, establishing Purchase Orders, reviewing invoices for accuracy, facilitating invoice payments, and assisting with evaluations.
- Process mail and prepare correspondence.
- Maintain project files, iPad inventory, and fixed asset inventory for the Division Construction Office.
- Assist with planning, coordinating, and scheduling training courses, asphalt summits, conferences, DBE Outreach Events, and other events.
- Computer skills in Microsoft (Teams, Windows, Office – Word, Excel, PowerPoint, Outlook, HiCams, Adobe Acrobat, and online databases such as SAP.
- Proficiency in use of printers, copiers, scanners, and fax machines.
- Good customer service and communication skills to effectively communicate by phone, in person, email, and by written correspondence.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Good understanding of contracts, plans, standards and specifications.
- Working knowledge of computer equipment, (I-pads, desktop), software (HiCams and SharePoint) and math functions.
- Experience maintaining neat, legible, and accurate records and reports, including computer/iPad data entry
- Working knowledge of pay record book entries and material received reports.
- Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline, and
- 3+ years of technician experience; or
- An equivalent combination of education and experience.
