Full-Time Engineering Specialist II
Job Description
- Serve as Lead Inspector on Design-Build Projects and more complex projects that are $20M+.
- Directly supervise and support/coach 5+ junior technicians that may include contractor staff.
- Ensure adequate inspection staff are assigned to all phases of work and that these technicians complete all required testing, sampling, and documentation.
- Ensure all traffic control devices are installed and phasing is utilized is in accordance with plans and standard drawings.
- Ensures that BMP’s are followed with respect to installation and maintenance of erosion control devices.
- Ensure contractors follow provisions and commitments within USACE, Division of Water Quality, and all environmental permits.
- Oversee utility relocations by contract or by others to ensure compliance with plans and specifications.
- Monitor contractor operations to ensure compliance with approved subcontracts and contract Disadvantaged Business Enterprise (DBE) requirements.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Customer service experience resolving problems involving explaining complicated engineering concepts to customer groups.
- Experience applying engineering concepts to solve complex problems.
- Experience working in a team environment to complete assignments.
- Computer experience using Microsoft Office and drafting software.
- Ability to safely drive a state vehicle.

- Experience in inspection of construction of multiple bridges, specialty walls, and/or concrete pavement.
- Experience in inspection of construction of phased construction under heavy traffic volumes.
- Experience in inspection of construction of large grading projects with 500,000 cubic yards of borrow/unclassified excavation and/or erodible surfaces of 20 acres or more during the life of the project.
- Experience with working Railroad Right of Ways.
- Ability to perform inspections at night or on shift work.
- Experience in inspection of construction with complex environmental permitting.
- Through knowledge of materials, methods, and equipment used in highway construction.
- Ability to read, interpret, and explain inspection procedures and environmental permits and drawings.
- Excellent verbal and written communications skills to communicate, establish, and maintain working relationships with staff, contractors, NCDOT employees, other non-DOT agencies, and the public.
- Ability to work in close proximity of high volumes of traffic and heavy construction equipment.
- Ability to withstand extreme weather and terrain conditions while performing duties.
- Through knowledge and ability to use HICAMS systems to contract tracking applications.
- Ability to use computers in use of HICAMS operations and NCDOT email.
- Ability to accurately maintain daily work records.
- Associate’s degree in Engineering Technology or Survey Technology, and
- 7+ years of progressive technician experience; or
- An equivalent combination of education and experience.
