The Challenge
We are looking for an experienced Utilities Manager to join our Technical Services team in our Raleigh headquarters. Our team supports central and field-based NCDOT staff for utility-related needs through the coordination and support of project managers with the relocation, adjustment, removal, and addition of utilities and non-utilities along NCDOT highways and rights of ways. We often serve as the first point of contact to investigate potential utility conflicts that can significantly impact construction projects.
In this role, you will:
    • Supervise 3 regional managers and an Encroachment Manager – leading a staff of ~30 employees.
    • Establish program objectives in collaboration with executive leadership, our Technical Services Director, and Deputy Director.
    • Supervise, administer, and oversee all operational and administrative work with responsibility for the scheduling, assigning, reviewing, monitoring, and regulating of all work activities.
    • Audit and validate the unit’s current processes, procedures, standards, and policies for all utilities’ work performed and promote continuous process improvement initiatives.
    • Provide technical guidance concerning utility installations on NCDOT Rights of Way.
    • Represent NCDOT to outside agencies and organizations.
    • Serve as our unit’s expert technical advisor and coordinator in the evaluation of utility investigations, studies, reports, and providing engineering designs.
    • Administer our unit’s budget and maintain accurate financial records/agreements to provide senior management with correct and factual statistical information.
    • Prioritize and oversee resources and services provided by the unit.
    • Oversee all staff-related decisions on hiring, promotion, performance evaluation, and disciplinary actions.
    • Ensure proper training is provided to all staff in the areas of utility engineering and safety (OSHA) practices.
    • Stay current and knowledgeable of trends, software, and developments in utility engineering and ensure communication to staff for their use in delivering utility engineering decisions.
    • Provide guidance on regulatory issues, setting priorities, and developing strategies for a proactive response to project managers to ensure project delivery success.
    • Engage and interact with utility companies to resolve conflicts, prioritize projects, and escalate issues to directly improve delivery of NCDOT’s programs.
    • Serve as NCDOT’s primary point of contact with utility companies and serve on the NC811 board.
What You Bring
    • Human resources management experience including: recruitment, hiring, staff development, performance evaluations, and initiating disciplinary actions.
    • Experience improving project delivery through the development, improvement, and implementation of organizational processes, policies, and procedures.
    • Experience collaborating and working effectively with others, anticipating obstacles, developing solutions, and solving complex, unique, and unusual problems to make timely and effective decisions for facilitating project delivery and enhance organizational effectiveness.
    • Experience ensuring work adheres to regulations, accepted industry guidelines, and is completed according to schedule and budgetary constraints.
    • Demonstrated ability to communicate major and/or complex situations, issues, and/or actions with individual work units, the organization, external customers, and the public.
    • Management experience supervising 3+ permanent employees, contractors, and/or consultants.
Education & Experience
    • Bachelors degree in engineering, and
    • 7+ years of relevant experience, and
    • 4+ years of management experience; or
    • An equivalent combination of training and experience.
Note
    • We may require you to register as a professional engineer with the NC Board of Examiners for Engineers and Surveyors.
