Full-Time Program Specialist 3 – Worker Retraining Program

Job Description

Clark College is currently accepting applications for a full-time, permanent classified Program Specialist 3 – Worker Retraining Program. The Program Specialist 3 position aims to provide the college navigational support to students through the Washington Worker Retraining (WRT) program by providing funding for eligible dislocated and unemployed workers in training or retraining that will assist them in regaining employment. The WRT Program provides access to vocational training provided by Clark College.

The Worker Retraining Program Specialist 3 will serve as the primary contact for WRT participants. The Program Specialist 3 will monitor and track participant eligibility and participation in program activities while providing outreach and financial support.

JOB DUTIES AND RESPONSIBILITIES:

  • Update and maintain Clark College Worker Retraining (WRT) policies and procedures manual adhering to State Board for Community and Technical Colleges (SBCTC) Worker Retraining grant guidance to ensure that student support processes remain in compliance.
  • Actively participate and help coordinate the general WRT advisory committee and all WRT Financial Aid Advisory Committee meetings.
  • Meet with potential Worker Retraining students to discuss program benefits, and expectations, and to screen for program eligibility.
  • Conduct intake processes, academic assessment of student readiness, and provide academic advisement to WRT students in conjunction with the Advising department.
  • Maintain, track, and record all WRT participation and expenditures using various spreadsheets and specific coding across multiple information systems to identify WRT recipients.
  • Work with assigned Academic Advisors to create or update student long-term education plans.
  • Provide a daily review of the Workforce Education Services (WES) Admin. application system for prospective students and co-enrollment opportunities to leverage support.
  • Assist students with completing partner agency paperwork and verification processes that may include documents related to military discharge status, displaced homemaker status, and Employment Security Department -Unemployment insurance claim status.
  • Enter and maintain WRT students’ class schedules, monthly progress reports, and other required data into the DSHS eJAS system as needed.
  • Make referrals for additional support services to Clark College departments and outside community agencies as needed.
  • Assist with recruitment and engagement efforts for prospective Worker Retraining students by attending job fairs, workshops, hiring events, and other outreach campaigns.
  • Authorize Worker Retraining financial aid funding in accordance with the Worker Retraining grant fiscal guidelines.
  • Work with Workforce Education Services (WES) Admin and Registrar to ensure the WRT coding process is completed on time and accurately reported by the census date.
  • Track and monitor WRT account expenditures and assist Administrators with reconciling monthly grant ledger/budget reports as needed.
  • Provide backup coordination and triage services to students seeking funding from other WES programs such as WorkFirst, Opportunity Grant, Re-Entry, and Basic Food Employment and Training (BFET).
  • Actively participate in quarterly meetings and annual conferences as required.
  • Coordinate presentations and workshops on/off-campus as required to market all WES programs and services.
  • Perform other related duties as assigned.

POSITION REQUIREMENTS AND COMPETENCIES:
Candidates will be evaluated based on application materials, including the supplemental questions and personal interview(s), and will be required to demonstrate competencies in the following areas:

  • Associate’s degree AND two (2) years of professional experience in higher education, social services, or family and community services, OR a Bachelor’s degree in education, social services, or human services; additional relevant experience may be substituted for degree on year-to-year basis.
  • Experience working with an academically, racially, culturally, and economically diverse student population, interpreting and applying policies, rules, and regulations, and providing high-touch client support. Knowledge of community supports that are available to low-income individuals.
  • Strong oral, written, and interpersonal communication skills to effectively communicate with diverse groups and individuals. Experience with workshop facilitation and/or public speaking.

JOB READINESS/WORKING CONDITIONS:

  • Experience working with client database systems such as eJAS.
  • Excellent planning and coordinating skills with strong attention to detail.
  • Knowledge of the PeopleSoft application or a similar information management system.
  • Understanding of local service area employment trends and high wage-high demand career/training opportunities.
  • Ability to work well with people of all ages from academically, culturally, and socioeconomically diverse backgrounds.
  • Strong organizational and problem-solving skills.
  • The initial appointment will include a 6-month probationary period and the employee will earn permanent status after successfully completing probation.
  • This position is represented by Washington Public Employees Association.

SALARY/BENEFITS:  Salary Range: $4,602-$6,198/month | Step A-M (commensurate with qualifications and experience) | Range: 53 | Code: 107J
Successful candidates typically start at the beginning of the salary range and receive scheduled salary increment increases.
