The Challenge
We are hiring a Division Utility Engineer to join our Guilford County Construction team!
 
In this role, you will:
    • Oversee and manage all Division 7 utility coordination and relocations.
    • Serve as liaison between Private Engineering Firms and our Design team to oversee Preliminary Engineering of Utility Conflicts/Relocations.
    • Correspond with our Division Utility Coordinator and Utility companies during Right of Way Acquisitions to relocate utilities efficiently/effectively to eliminate/reduce delays and contractor claims.
    • Implement advanced-engineering criteria and innovative construction methods while adhering to applicable environmental regulations and roadway design standards to support utilities relocations/placements along highway rights of way and proposed corridors.
    • Manage NCDOT staff, consultants and Construction Engineering & Inspection staff to determine utility conflicts.
    • Manage engineer utility relocations.
    • Oversee utilities’ relocations prior to Division 7 Managed contracted highway construction projects.
    • Oversee investigating and analyzing utility facilities.
    • Oversee designing and engineering utility relocations.
    • Ensure adherence to utility relocation schedules.
    • Develop contract documents and estimates.
    • Review utility plans prepared by others and provide engineering opinions/assistance on utility installations.
    • Lead field inspections for data verifications.
    • manage the scope and review work performed by consulting engineers.
    • Consult with interdepartmental units and utility owners.
 
What You Bring
    • Experience developing utility relocation strategies and providing coordination/relocation services to accomplish removal, relocation, and modification of utility facilities (water, sewer, gas, electric, telecommunication, etc.) impacted by highway improvement projects including the development of Utility Relocation Agreements and acquiring Encroachment Agreements from utility owners.
    • Working knowledge of all policies, regulations, and engineering standards of the Federal Highway Administration, NCDOT, and NC General Statutes related to utility relocations.
    • Knowledge of innovative construction methods, while adhering to all environmental regulations and roadway design standards.
    • Working knowledge of Civil Engineering, particularly in fluid mechanics, water resources, highway design, soil mechanics, and statics.
    • Experience planning and coordinating project work.
    • Negotiation skills and ability to develop contract documents for highway projects, engineering services, and utility owner agreements.
    • Intermediate computer skills using standard business software(Microsoft Office – Word, Excel, Access, & online databases such as SAP) and CADD software (MicroStation, GEOPAK).
    • Working knowledge of NCDOT policies for accommodating utilities and NCDEQ regulations for water and sewer design.
    • Ability to travel to field sites for meetings and investigations with occasional overnight travel.
    • Training skills and ability to provide technical assistance to other staff, give clear instructions and directions, utility company staff, consultants and NCDOT staff concerning utility/highway matters.
    • Ability to safely and legally operate a motor vehicle.
 
Management Prefers
    • Candidates registered as a Professional Engineer by the NC State Board of Professional Engineers and Land Surveyors.
Education & Experience
    • Bachelor’s degree in engineering, and
    • 4+ years of relevant experience; or
    • Equivalent combination of education and experience.
 
Note
We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
