Job Description
- Serve as the senior project roadway/structure inspector and support senior engineers in the administration of highway construction contracts.
- Monitor contractor’s daily operations and perform/review test reports to ensure that all work and materials conform to specifications, plans, and contract documents.
- Perform contract administration duties such as pay record entry/review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment.
- Resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery.
- Assist other NCDOT staff and contract forces in utility relocation efforts by inspecting and tracking relocation work.
- Anticipate contract problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely-delivery, and quality of delivered projects.
- Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract Disadvantaged Business Enterprise (DBE) requirements.
- Ensure compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits.
- Direct and schedule junior technicians staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner.
- Manage all aspects of assigned construction projects with limited supervision from senior engineers.
- Be directly involved with the leadership, management, counseling, and training of junior technicians, both NCDOT and contractors.
- Communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing project progress.
- Knowledge about contracts, plans, standards, and specifications.
- Experience performing inspection, sampling, and materials testing (concrete, asphalt density) to ensure compliance with NCDOT specifications.
- Computer skills using iPads, desktops, laptops, Microsoft Office, SharePlus/SharePoint, math functions, and HiCams.
- Ability to apply safety philosophy and program to all operations.
- Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public.
- Excellent verbal and written communications skills to convey in a clear, concise, organized, and persuasive manner.
- Ability to make independent decisions using sound engineering judgement.
- Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
- Agility to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.
- Strength to lift 50 pounds.
- Advanced working knowledge of math functions.
- Flexibility to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if needed, on any assigned project in the Division.
- Safety toe shoes required.
- Candidates with experience with iPads/tablets, HiCams, and SharePlus/SharePoint.
- Associate’s degree in Civil Engineering Technology, Survey Technology, or a related field, and
- 2+ years relevant technician-level experience; or
- An equivalent combination of training and experience.
