The Challenge
We are looking for an Assistant Head Engineer to help lead our Environmental Analysis team that supports the development of sustainable transportation infrastructure minimizing impacts on the human and natural environment.
In this role, you will:
    • Oversee 8 group leaders who ensure NCDOT is in compliance with federal, state, and local environmental laws/regulations governing transportation planning, project development, design, construction, and maintenance.   
    • Provide direction, leadership, supervision, guidance, and advice to group leaders to ensure that our goals, objectives and deliverables are established and achieved.
    • Work with the groups to develop protocols and standard operating procedures, promote innovation and streamline procedures, coordinate with staff in state and federal agencies, and address the program’s direction and policy issues.  
    • Set performance measures, goals, and objectives to meet unit goals.
    • Ensure proper contracts administration with private engineering firms, participate in the selection of private engineering firms, monitor unit expenditures, and ensure necessary funding is available.
What You Bring
    • Experience leading and managing a diverse group of environmental and engineering professionals.
    • Experience solving project and staffing problems.
    • Knowledge of planning, project development, and design processes of transportation projects and the role of Environmental Analysis in these processes.
    • Knowledge of state/federal laws and policies for public involvement, community impact assessments, traffic noise, air quality, Section 106 of the National Historic Preservation Act, Clean Water Act, 404 and 401 permitting, NEPA, Federal Mitigation Rule, and Section 7 of the Endangered Species Act.
    • Experience communicating with the public on an individual and group basis.
    • Experience supervising employees, contractors, and/or consultants.
Education & Experience
    • Bachelor’s degree in agricultural, biological, engineering, environmental or natural resource sciences, or a closely related curriculum, and
    • 6+ years of relevant environmental experience, and
    • 4+ years of supervisory experience; or
    • An equivalent combination of education and experience.
 
Note
    • We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
