Full-Time Engineering Project Manager – NEW HIGHER PAY!
Job Description
- Oversee our Locally-Administered Projects Program (LAPP), manage assigned Division 5 projects, and other special projects, programs, and engineering tasks.
- Manage, coordinate, and track all aspects of assigned projects from conception to completion, including project feasibility, planning, public involvement, project design, right-of-way acquisition, environmental issues, budget, and project letting to ensure timely delivery of projects and programs.
- Coordinate with local government agencies, NCDOT Raleigh-based staff, private engineering firms, and the public regarding the planning/design aspects of Division 5 transportation projects.
- Provide engineering guidance to local engineering staff and private engineering firms.
- Draft local agreements, ensure proper expense reimbursements for local projects, and review and concur in award of locally-administered projects.
- Review plans, proposals, and estimates for Division-managed and LAPP projects to ensure that they have been prepared in accordance with NCDOT policies/procedures, federal requirements, and technical data.
- Instruct and direct error corrections made with any plans, proposals, and quantity estimates.
- Thorough knowledge of NCDOT Standard Specifications/Drawings and NCDOT Policy regarding how/when to apply certain standards.
- Working civil engineering knowledge and expertise (e.g., roadway design, hydraulics, traffic, structures) and other professions (e.g. right of way, natural resources, cultural resources) essential to reviewing project deliverables produced by others.
- Working knowledge of NC/Federal project regulations regarding funding, planning, design, and right of way.
- Project management knowledge and experience setting and meeting project schedules while maintaining project scope and budget.
- Computer skills in SAP/EBS Financial Management and STaRS project management systems.
- Technical writing and public speaking skills with both technical and nontechnical individuals and groups.
- General knowledge of NCDOT organizational structure and operations to facilitate necessary contacts between numerous branches to gather required information.
- Excellent written and verbal communication skills with internal and external customers, such as local agencies, private consulting firms, and the public.
- The ability to recognize potential problem areas early in the planning or design process so potential problems can be resolved in a context sensitive manner.
- Ability to train other engineers and local staff in project requirements.
- Experience scoping and negotiating Professional Engineering Firm assignments.
- Computer skills in CADD.
- We may require registration as a professional engineer with the NC Board of Examiners for Engineers and Surveyors.
- This position may be located in an NCDOT Wake county location rather than Durham, if desired.
- Bachelor’s degree in Engineering, and
- 4+ years of relevant experience; or
- An equivalent combination of training and experience.
