Job Description
- Review and evaluate appraisals of property in the acquisition of Highway Right of Way.
- Review appraisal reports in the area and evaluate appraisal completeness, accuracy, and consistency.
- Assist management in the evaluation of fee appraiser applications and periodically analyze and rate fee appraiser’s quality of work, promptness of delivery, and conformity of reports to department and appraisal contract standards.
- NC General Real Estate Appraiser certification.
- Data analysis skills to assure adherence to State/Federal regulations.
- Experience reviewing appraisals of staff and Fee Appraisers to assure they have arrived at fair market value.
- Communication skills to work with other appraisers and the public.
- Staff development training skills.
- Computer skills in Microsoft Office, especially Word/Excel, and scanning software.
- Considerable knowledge of real property acquisition and disposition.
- Considerable knowledge of state laws related to real estate conveyances, easements, contracts, and eminent domain.
- Working knowledge of NCDOT policies and procedures.
- Working knowledge of state/federal tax laws related to real estate transactions.
- Working knowledge of various appraisal methods.
- Skills to understand highway plans and construction methods, and ability to explain them verbally and in writing to property owners.
- Communication skills to write clear and concise reports, and interact with all levels of government, management, and the public.
- Experience interpreting legal documents related to real estate transactions.
- Experience preparing eminent domain appraisals in compliance with NCDOT requirements.
- Bachelor’s degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture), and
- 4+ years experience in right of way or real estate appraisal work; or
- High school/GED diploma, and
- 8+ years experience in right of way or real estate appraisal work, including
- 4+ years in right of way work; or
- An equivalent combination of education and experience.
- You must be certified as an NC State General or General/Residential Real Estate Appraiser.
