Full-Time Engineering Technician III
Job Description
- Serve as a senior project roadway/structure inspector and support higher-level engineers administrating highway construction contracts.
- Monitor our contractor’s daily operations and perform/review test reports to ensure that all work and materials conform to specifications, plans, and contract documents.
- Perform contract administration duties such as pay record entry/review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment.
- Resolve daily constructability issues and troubleshoot problems to mitigate project delivery delays.
- Assist other Department staff and contractors in utility relocation efforts by inspecting and tracking relocation work.
- Anticipate contract problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely-delivery, and/or quality of delivered project.
- Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract Disadvantaged Business Enterprise (DBE) requirements.
- Ensure compliance with NC Sedimentation and Pollution Control Act and that all work performed in permitted areas is done in accordance with permits.
- Direct and schedule work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner.
- Manage all aspects of assigned construction projects with limited supervision from higher level engineers.
- Engage with NCDOT leadership, management, counseling, and training of junior technicians, both Department and contractors.
- Effectively communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing project progress of the project progress.
- Experience analyzing and interpreting highway construction plans and applying engineering concepts to solve complex problems.
- Advanced math skills applying algebra, geometry, and trigonometry to construction projects.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Customer service experience related to resolving problems involving explaining complicated engineering concepts to various stakeholder groups.
- Ability to establish and maintain positive communications among technicians, engineers, contractors, and the public.
- Good verbal and written communication skills to communicate in a clear, concise, organized, and persuasive manner.
- Ability to make independent decisions using sound engineering judgement.
- Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
- Strength to perform moderate physical activity including walking, climbing, balancing, kneeling, standing, and ability to lift 50 pounds.
- Computer skills in Microsoft Office Suite including Word, Excel, and Outlook.
- Strong commitment to safety philosophy and program for all operations.
- Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint.
- A Driver’s License.
- Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours.
- Safety toe shoes are required.
- Associate’s degree in Civil Engineering Technology, Survey Technology, or related discipline, and
- 3+ years progressive technician experience; or
- An equivalent combination of education and experience.
